All conditions of this approval must be met prior to stamping any <br />deeds for recording by the city clerk unless otherwise permitted by <br />City Council action. <br />2. All property lines must be identified on site by the applicant to <br />assure proper building setbacks if required by the building inspector. <br />3. Driveways or drainage areas must include installation of a minimum 15" <br />diameter corrugated metal culvert in a manner acceptable to the city. <br />4. All fees relating to the subdivision approval shall be paid by the <br />applicant including the cost of recording documents with Washington <br />County. <br />5. On-site activities permitted as a result of this subdivision shall not <br />cause the altering of any watercourse, ditch, or drainage systgem in <br />the area. <br />6. Payment of all parkland dedication fees shall be made prior to final. <br />survey approval ($125.00). <br />7. Approval of this subdivision shall not create any landlocked parcels <br />adjacent to the site. <br />B. Any future subdivision of Parcels 1 and 2 of this survey shall be done <br />by formal plat. <br />All aye. Motion Carried. <br />7.2 SUBDIVISION ORDINANCE <br />Utilizing the city's existing subdivision ordinance and a draft ordinance <br />prepared by an ordinance committee of the City Council, the city engineer, <br />the city attorney, and city administrator have drafted a subdivision <br />ordinance that will wort: well in the City of Hugo. The Hugo Planninq <br />Commission spent one entire evening reviewing this ordinance, and it comes <br />to you with their unanimous recommendation for approval. Although vie <br />could not call this a model ordinance, we do feel it fits the City of Huqo <br />well, and is a tremendous improvement over our current ordinance. This <br />ordinance should be easier for the staff, Council, residents, and <br />developers to read and understand. After a page -by -page review of the <br />ordinance, and the making of several changes, Mayor Atkinson made the <br />following motion: <br />Atkinson made motion, Peltier seconded, to adopt ORDINANCE 88-248, AN <br />ORDINANCE REGULATING THE DIVISION OF PROPERTY AND SETTING REDUIREMENTS FOR <br />PLATTING AND DEVELOPMENT OF PROPERTY IN THE CITY OF HUGO. <br />All aye. RIECk <br />Donald and Nancy Rieck: have made application to the city of Hugo for a <br />Special Use Permit and site plan approval to keep one horse on their <br />property described as follows: That part of Government Lot 5, Section ;'5, <br />T31N, R21W, Washington County, Minnesota, lying east of the west 486.16 <br />feet and north of the south 1,060 feet containing 5.0 acres more or less, <br />subject to Irish Avenue North along the east line. The property in <br />question is zoned RR2, and the city's zoning ordinance would allow for one <br />
