57 <br />City Council meeting of 5/16/88 <br />Page _ <br />horse on a tract of land this size. It is the intention of the appli.c_ant <br />to construct a 121' x 16' foot horse barn, and provide a fenced area 265' <br />45(-.)' to confine the horse. The Hugo Planning_ Commission reviewed this... <br />request at their April '?7, 1988 meeting, and recommended approval of said <br />request subject to compliance with the special conditions and identifying <br />an area on site where the animal. would be confined. There were no <br />objections raised to this request at the public hearing on April 27th. <br />Olson made motion, Peltier seconded, to approve the Special Use Permit and <br />Site Flan for Donald and Nancy Rieck to keep one horse on their propert.,; <br />on their property described as follows: That Fart of Government Lot 5, <br />Section -?5, T•31N, R?1W, Washington County, Minnesota, lying east of the <br />west 486.16 feet and north of the south 1,060 feet containing 5.0 acres <br />more or less, subject to Irish Avenue North along the east line. Approval <br />is subject to the following conditions: <br />1. The number of horses permitted on site shall be limited to one. <br />The animal shall be restricted to the area identified as the corral car <br />fenced in area on the site plan. <br />No resubdivision of the five (5) acre tract of land in question shall <br />be permitted or this special use permit shall be null and void. <br />4. No commercial use of the property shall be permitted. <br />5. All fees relating to the issuance of this permit shall be paid by the <br />applicant including the cost of recording at Washington County. <br />S. All activities on site shall not cause the altering of any <br />watercourse, ditch, or drainage system. <br />7. The applicant must provide access to the referenced site for periodic <br />inspection by the city to assure conformance with this permit. <br />8. Any revisions to the approved site plan must be reviewed by the <br />Planning Commission and City Council. <br />9. All animal feces on site as a result of boarding this horse shall. be <br />removed in a manner acceptable to the city. <br />10. The animal on site shall be that of the property owner, and shall be <br />for personal use only. <br />11. The applicant must comply with any DNP recommendations. <br />All aye. Motion Carried. <br />F' I CI::*UF' TRUCE-:: PURCHASE <br />City staff is requesting Council authorization to proceed and secure <br />quotations for the purchase of a pickup truck for the city staff. <br />Currently, the city staff, consisting of the city clerk, deputy clerk, <br />code enforcement officer, city administrator, utilities personnel, and <br />administrative intern, all share use of the Ford Bronco. Said vehicle is <br />also used by the fire department personnel on various occasions. The city <br />street supervisor has also had occasion to use the Ford Bronco when his <br />vehicle is not operating properly. Currently, there are employees i.ising <br />their own personal vehicles because of their inability to operate the <br />Bronco and the lack; of availability of the vehicle. The city has provided <br />for funding of a vehicle with equipment certificates. It is our intent. to <br />
