January 5, 1987 <br />The City Council did not have a name to be submitted to the Hospital Board, but <br />would make an attempt to find a candidate by the next meeting. <br />Motion made by Atkinson, seconded by Peltier, to table the recommendation to the <br />District Memorial Hospital until the Council meeting of 1/20/87. <br />All aye. Motion Carried. <br />9.2 Set City Hall Hours <br />As per Council direction, the City Administrator is recommending, that effective <br />March 1, 1987 the hours that City Hall will be open be increased as follows: <br />1. Monday through Thursday - 8:30 AM to 3:00 PM. <br />2. Fridays - 8:30 AM to 1:30 PM. <br />Councilman Potts stated that it was his feelings that these hours are not set <br />in concrete for the staff, and if more hours are needed to complete the necessary <br />work, that this option be available. <br />Motion made by Peltier, seconded by Potts, that effective March 1, 1987, City Hall <br />will be open as follows: <br />1. Monday through Thursday - 8:30 AM to 3:00 PM. <br />2. Fridays - 8:30 AM to 1:30 PM. <br />All aye. Motion Carried. <br />9.3 Recycling Agreement - Washington County <br />.3 <br />In an effort to receive financial support from Washington County for the recycling <br />center currently being operated in Hugo by the Boy Scouts, the City must enter into <br />an agreement with Washington County. The agreement essentially requires that the <br />City give all grant money ($1189.00) to Boy Scout Troop 151. The City is required <br />to hold the county harmless with regard to the recylcing center, and that the City <br />maintain a general liability insurance policy insuring the City at a level not less <br />than the liability limits by the State of Minnesota. The agreement also notes <br />that no money will be given to the City until the Washington County Public Health <br />Department has approved Boy Scount Troop 151's business plan and notify the City <br />of its approval. Attorney Johnson reviewed the Recycling Grant Distribution <br />Agreement. Johnson stated that he was concerned with the article referring to <br />approval of the Scout's business plan and activities. He stated that the City does <br />not get involved with their business plans. Johnson also questined the Indemnification <br />clause, and felt it would be more appropriate that the county indemnify the City <br />for any of their acts or omissions. <br />Motion made by Atkinson, Vail seconded, that the City Administrator be directed to <br />contact Washington County notifying that Item 3.C. of the proposed Recycling Grant <br />Distriubution Agreement is not acceptable to the City. Mr. Huber is to work out <br />some form of compromise, agreeable to Washington County and Attorney Johnson, and <br />resubmit to the City Council. <br />All aye. Motion Carried. <br />9.4 Youth Service Bureau Service Agreement <br />The Forest Lake Youth Service Bureau has submitted a Purchase of Service Agreement <br />to the City of Hugo for approval effective 1/1/87 to1?/31/87.
