12
January 20, 1987
interpretation by the Zoning Administrator, and (2) to review possible amendments
from the literal provisions of the ordinance in instances where their strict
enforcement would cause undue hardship because of circumstances unique to the
individual property under consideration.
Motion made by Atkinson, Peltier seconded, to appoint Chuck Henry to the Board
of Zoning Adjustment and Appeals to serve as the city's resident -at -large representa-
tive.
All aye. Motion Carried.
Historically, the Vice-chairman of the Planning Commission serves on this Board,
however, no one has been designated to date.
ORDINANCE COMMITTEE
Motion made by Peltier, Vail seconded, that James Johnson be appointed to serve
on the Hugo Ordinance Committee.
All aye. Motion Carried.
7.E. Letter to Interstate Commerce Commission
As per Council discussion at the January 5th Council meeting, Mayor Atkinson has
prepared a letter to the ICC encouraging them to vacate the Burlington Northern
railroad trackage from Forest Lake to the City of Hugo. MinnDot has recommended
a two year delay in abandoning this trackage. Mayor Atkinson feels strongly
the city should take a position expediting the abandonment as opposed to delaying
this action.. A draft of the letter, as written by Mayor Atkinson, was discussed
by the Council. It was their opinion that, although too strongly worded, the letter
conveyed the feelings of the City Council.
Motion made by Atkinson, Olson seconded, authorizing the City Clerk to forward the
letter of Mayor Atkinson, as drafted, to the Interstate Commerce Commission.
All aye. Motion Carried.
8.A. Leave of Absence Request
Mr. Robert A. Hancock has moved from Minnesota to California, and has formally
requested an unlimited leave of absence from the Hugo Fire Department effective 1/1/87.
All firEfighters in the City of Hugo are regarded as part-time, on-call employees of
the city. Municipal code requires that all members of the department shall reside
within the corporate limits of tye city. By-laws of the volunteer fire department
provide for a 90 day leave of absence. If any firefighter wishes an extension to
the said period, it must be approved by the Hugo City Council. In light of the fact
that city ordinance requires that the Fire Department maintain a minimum of 20 fire-
fighters and a maximum of 30, we could not recommend Council approval of a leave
of absence for an indefinite period of time.
Motion made by Potts, Peltier seconded, that the City of Hugo denies the request of
Robert Hancock for an indefinite leave of absence, but authorizes the Fire Chief
to give up to a six month leave if he chooses.
All aye. Motion Carried.
