rNo <br />L%kvI <br />July 6, 1987 <br />3. All conditions must be met prior to the stamping of any deeds for recording by <br />the city unless otherwise permitted by Council action. <br />4. Property lines must be identified on site by the applicant to assure proper <br />setbacks when buildings are constructed if required by the building inspector. <br />5. Any commercial or industrial use of said property not specifically permitted <br />in this zoning district shall be strictly prohibited. <br />6. Driveways or drainage areas must include installation of 15" minimum corrugated <br />culverts acceptable to the city. <br />7. No building permits are to be issued until the required permits are secured <br />from the appropriate watershed district, percolation tests are submitted to <br />the city, and approval is secured from the DNR for wetlands areas. <br />8. All fees relating to this subdivision shall be paid by the applicant, including <br />the cost of recording documents with Washington County. <br />9. Any driveway permits requiring access to highways or county roads may not be <br />issued until permits are secured from Washington County. <br />10. The use of this property will not be in violation of any restrictive covenants. <br />11. On-site activities permitted as a result of this subdivision shall not cause <br />the altering of any watercourse, ditch, or drainage system in this area. <br />12. Payment of parkland dedication fee ($125.00) must be made prior to the time of <br />final survey approval. <br />13. Issuance of deed approval or building permits shall be in compliance with the <br />above listed general conditions. <br />All aye. Motion Carried. <br />8.0 Public Improvement Project (Homestead Drive/Sunset Lake) <br />Pursuant to Chapter 429 of the Public Improvement Code, an application has been <br />made for the improvement of Homestead Drive, west of Sunset Lake, between the south <br />line of 130th Street and the north line of 125th Street, by the improvement of <br />bituminous surfacing, as per the petitioners. Previous Council action involved <br />declaring the adequacy of the petition and ordering preparation of a feasibility <br />report for this project by the City Engineer. Following review of the feasibility <br />report, if the Council wishes to move forward with this project, the appropriate <br />action would be to pass on a resolution receiving the feasibility report and calling <br />for a hearing on this improvement. <br />Tom Fast, representing Kuusisto Engineering, reviewed the feasibility study with the <br />Council. The improvement will cost an estimated $55,492.00,including contingencies, <br />with an estimated assessment cost of $1790.00 per lot or $8.35 per foot. <br />The cul-de-sac at the end of Homestead Drive and 125th Street to County Road 10 were <br />not included in this feasibility study. <br />Atkinson made motion, Peltier seconded, to adopt RESOLUTION 1987-38, A RESOLUTION <br />RECEIVING REPORT ON IMPROVEMENT FOR HOMESTEAD DRIVE/SUNSET LAKE BITUMINOUS SURFACING <br />PROJECT 1987-25. <br />8.D Special Use Permit/Gravel-Pit- (Goiffon/Hansen) <br />Mr. Andrew Goiffon has made application to the City of Hugo for the review of their <br />SUP allowing for the operation of a gravel pit and materials processing facility <br />in the SW4 of the NWr of Section 23, T31N, R21W. This matter was reviewed by the <br />Hugo Planning Commission onJune 24, 1987, at which time said Commission recommended <br />approval and continuation of the SUP. <br />
