84 July 6, 1987 <br />8.E Mining Permit (Richard Schuh) <br />Mr. Richard schuh has made application to the City of Hugo for a Mining Permit <br />to operate a gravel pit and materials processing facility in the SW4 of the NW4 <br />of Section 23, T31N, R21W. This request was reviewed by the Hugo Planning <br />Commission on June 24, 1987, at which time said commission recommended renewal <br />of the Mining Permit subject to special conditions. After review of the submitted <br />Mining Permit, the Council recommended the following changes be made: <br />Item 5 - Delete "crankcase oil" <br />Item 12 - Change times from 7:00 AM and 7:30 PM to 7:00 AM and 7:00 PM. <br />Atkinson made motion, Potts seconded, for the continuation of the SUP and approval <br />of the Mining Permit for Richard F. Schuh to operate a gravel pit and materials <br />processing facility at the Goiffon/Hansen pits, effective July 6, 1987 until <br />July 5, 1988, a copy of which is on file at the office of the City Clerk. <br />All aye. Motion Carried. <br />8.F Dike Improvement Project (Ed Fashingbauer) <br />In the fall of 1984, the city undertook a project to improve road conditions on <br />Goodview Avenue just north of 125th Street. For many years the city had problems <br />with flooding and road erosion on Goodview just north of the Fashingbauer home. <br />The city entered into an agreement with the Fashingbauers in the spring of 1984, <br />and the city proceeded to construct a dike and improve the ditch allowing for <br />better drainage in this area which resulted in improved road conditions. The <br />city constructed a small dike west of Goodview Avneue on the Fashingbauer <br />property to retain water in a ponding area located east and slightly north of <br />the Fashingbauer home. In the spring of 1987, the ponding area dried up and the <br />Fashingbauers feel that the water once held in the pond is seeping through the <br />dike constructed by the city and is draining into the ditch adjacent to Goodview <br />Avenue. They have requested that the city undertake a project, with the city <br />engineer's guidance, to correct this problem at city expense. City Adminstrator, <br />Ken Huber, reviewed this request with Howard Kuusisto and Tom Fast., who are <br />suggesting improvements to the dike that may correct this problem. Estimated <br />cost of the improvement if $1,000.00, which is not budgeted in 1987. <br />Tom Fast, present at the Council meeting, reviewed the history of the project, <br />as well as what steps could be taken to correct the problem. Kuusisto Engineering <br />is recommending that a 2' wide trench be dug out along the dike 4' deep and be filled <br />with a clay material. Mr. Tom Fast stated that they are not 100% sure that <br />this will totally alleviate the leeching. <br />Atkinson made motion, Vail seconded, that the City Council authorizes the expend- <br />iture of up to $1,000.00 to attempt to seal the area around the pipe opening and <br />dike as well as any other apparent deficiencies. <br />All aye. Motion Carried. <br />The Council recessed the meeting at 8:10 PM to observe a demonstration of the <br />hydro spreader by the Hugo Fire Department. The meeting reconvened at 8:22 PM. <br />9.A Volunteer Fire Fighter Resignation <br />Peltier made motion, Atkinson seconded, to accept the resignation of Jeffrey <br />Pearson from the Hugo Fire Department effective 6/1/87. <br />All aye. Motion Carried. <br />It was the consensus of the City. Council that, in the future, the Council be notified <br />of any such resignations, but no formal action will be required. <br />
