The trench dug around the lot is being used to bury tires, railroad ties, and other miscellaneous auto parts/junk. Mayor Atkinson expressed concern of possible pollution of neighboring wells as a result of the burying of the rubbish and the general nature of the business. Mr. Dupaul stated that he is now aware of problems that could result because of his lack of concern with the way he is operating his auto dismantling business. Mr. Dupaul acknowledged that he is indeed dumping in the trench and that he will take steps to have the debris removed. He also stated that he will take responsibility for all conditions of the permit in the event the business should change hands in the near future. Atkinson made motion, Peltier seconded, to renew the Auto Dismantling License for Roger Dupaul dba Modern Auto Farts until April 1, 1988 subject to 19 conditions on file in the office of the City Clerk. All aye. Motion Carried. 8.1 APPOINTMENT TO HUGO FIFE DEPARTMENT City Fire Chief, Ron Istvanovich, is recommending the appointment of Mr. Tony Istvanovich to the Hugo Volunteer Fire Department effective 1/1/88. Over a pperiod of the last several months, Assistant Chief Jim Compton has been monitoring the activities and performance of Tony Istvanovich, and this recommendation is a result of the favorable comments of Assistant Chief Compton. The appointment of Mr. Istvanovich would be based on completion of the required probationary period. Vail made motion, Peltier seconded, the appointment of Mr. Tony Istvanovich to the Hugo Fire Department effective 1/1/88, and subject to completion of the required probationary period. All aye. Motion Carried. 8.2 SPECIAL USE PERMIT (STEVE DOWNS) Mr. Steve Downs has made application to the City of Hugo for a Special Use Permit to construct a 24' x 28' garage/accessory building on Lots 5 and 6. Block 6, Hugo Addition (aka 14617 Finale Avenue North). The SUP will allow for a total of 952 square feet of accessory building on Lots 5 and 6 of Block 6. Mr. Downs has indicated that the building is for residential purposes to store two motor vehicles and other miscellaneous items. The property in question is zoned SFU, and is currently used for residential purposes. The property in question does not meet the 130' depth requirement, however, these lots were platted prior to the adoption of the city zoning ordinance. At the October 29, 1987 regular meeting of the Hugo Planning Commission, action was taken recommending approval of the SUP subject to special conditions.
