149 <br />Vail made motion, Peltier seconded, to grant a Special Use Permit to Steve <br />Downs to construct a 24' x 28' garage/accessory building on Lots 5 and 6, <br />Block 6, Hugo Addition (aka 14617 Finale Avenue North) for residential <br />purposes to store two motor vehicles and other miscellaneous items, <br />subject to the following conditions: <br />1. The garage to be designed and built similar in appearance to the <br />house. <br />2. The garage to be used for residential purposes only. <br />3. Lots 5 and 6, Block 6, be dealt with now, and in the future, as one <br />parcel of land. <br />4. The building to be constructed in compliance with the building codes <br />and this permit within 180 days of SUP approval. <br />All aye. Motion Carried. <br />CITY HALL CLOSING <br />Staff is recommending that City Hall be closed on Thursday, December 24, <br />1987 for the Christmas holiday. This day is traditionally one of the <br />least productive for city hall activities. This day will not be <br />recognized as a holiday and all employees will either use vacation, comp <br />time, or time off without pay on this day. <br />Atkinson made motion, Peltier seconded, authorizing city staff to close <br />City Hall on December 24, 1987, and that all employees will either use <br />vacation, comp time, or time off without pay on this day. <br />All aye. Motion Carried. <br />8.4 RESOLUTION APPROVING JOEL DESCRIPTIONS <br />It is generally regarded as a good employee relations practice to provide <br />detailed job descriptions for each regular employee of the city. These <br />job descriptions were drafted to reflect the duties and responsibilities <br />of the employee holding that position. The job descriptions were prepared <br />by the city administrator with input from other city <br />employees. <br />Peltier made motion, Olson seconded, to adopt RESOLUTION 1987-59, <br />RESOLUTION APPROVING JOE{ DESCRIPTIONS. <br />All aye. Motion Carried. <br />8.5 RESOLUTION SETTING STREET LIGHTING POLICY <br />As per Council direction, the staff has completed a draft street lighting <br />policy for Council review and consideration. This policy was based on <br />standard practices of other communities as well as the requirements of NSP <br />with regard to the maintenance and operation of street lights. This <br />policy will serve as a guide to assist the Council in decision making when <br />street lights are either needed or requested. This is a general policy <br />that cannot address every possible circumstance, but should help with the <br />typical street lighting requests that come before the City Council. <br />
