-150 <br />Vail made motion, Olson seconded, to adopt RESOLUTION 1987-60, RESOLUTION <br />ESTABLISHING CITY OF HUGO STREET LIGHTING POLICY. <br />All aye. Motion Carried. <br />8.6 RESOLUTION APPROVING UTILITY BUDGET <br />As per Council direction, city staff has completed the proposed utility <br />budget for the 1988 fiscal year. This budget reflects the second phase of <br />the Council's decision to make the utilities budget self supporting and <br />have the budget include all expenditures that are utilities related. The <br />budget for the water department is proposed at $18,238.00 with the major <br />expenditures coming in the area of salaries for administrative intern and <br />1/12 of the billing clerk's salary. This budget is funded primarily from <br />the sale of water to consumers. The 1988 sewer department budget is <br />recommended at $71,537.00. This budget also includes the cost of billing, <br />administration, insurance, audit services, and a 16% increase by the Metro <br />Waste Control Commission. <br />Atkinson made motion, Peltier seconded, to adopt RESOLUTION 1987-61, <br />RESOLUTION ADOPTING 1988 MUNICIPAL UTILITIES BUDGET. <br />All aye. Motion Carried. <br />6.7 RESOLUTION ESTABLISHING SANITARY SEWER RATES <br />To fund the sanitary sewer budget previously approved by the City Council, <br />it will be necessary to implement a 22% rate increase for sanitary sewer <br />usage. Of this 22% increase, 16% can be attributed to increased charges <br />from the MWCC and 6% to cover administration, billing, and insurance costs <br />for the utilities department. It was recommended that the base rate for <br />sewer usage per quarter be established at $32.00 for those connected to <br />the city's water system and $35.00 for those not connected to the water <br />system. It was also recommended that the period used to establish the <br />water charge, over the minimum charge, be based on a spring quarter usage <br />as opposed to the winter quarter usage and become effective for the <br />utility billing period ending December tial, 1987. <br />Atkinson made motion, Peltier seconded, to adopt RESOLUTION 1987-62, <br />RESOLUTION ESTABLISHING SANITARY SEWER RATES. <br />All aye. Motion Carried. <br />8.8 RESOLUTION ESTABLISHING WATER SERVICE RATES <br />To fund the previously approved water department budget, it will be <br />necessary to increase the water rates for customers in the City of Hugo. <br />It was recommended that the water service rates be set at $11.50 for the <br />first 15,000 gallons of consumption plus 60 cents per thousand gallons for <br />each thousand gallons or part thereof over 15,000 per quarter. Again, <br />this rate increase is necessary to implement phase two of a plan to make <br />the utilities department budget self supporting so that they cover all <br />expenses related to the utility department operation. As was the case for <br />the sewer rate increase, it is recommended that this adjustment become <br />effective for the utility billing period ending December 31, 1987. <br />
