/D/ <br />September 2, 1986 <br />MOTION: McAllister made motion, Peltier seconded, to appoint Fire Chief, Ron Istvano- <br />vich, to represent the City of Hugo on the Washington County Task Force on <br />Pipeline Safety. <br />All aye. Motion Carried. <br />Cheryl Istvanovich approached the Council requesting permission to increase the pension <br />for the Fire Department from $300.00 to $500.00 per year. The Relief Association does <br />not need City approval to make the increase if they will not be using City money. <br />It was recommended to Mrs. Istvanovich to obtain City approval in the event something <br />would happen to their funds, the City would be obligated to takeover the payments. <br />Mayor McAllister stated that he would like to confer with the City Attorney prior <br />to any decision. <br />5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES <br />5.1 Lucy Ulrick - HRA Housing Certification <br />MOTION: Hauer made motion, Peltier seconded, to adopt RESOLUTION 1986-14, A RESOLU- <br />TION AUTHORIZING THE METROPOLITAN COUNCIL TO IMPLEMEI,IT THE SECTION 8 <br />EXISTING RENT ASSISTANCE PROGRAM WITHIN THE CITY OF HUGO. <br />All aye. Motion Carried. <br />5.2 Charles Ptacek - Variance <br />Mr. Ptacek is proposing the construction of a 40 x 63 pole building closer to the <br />road than the principal building. Ptacek also inquired about the possibility of <br />parking a RV on his property to serve as a residence until his house is constructed. <br />MOTION: Peltier made motion, Schwab seconded, to approve the variance request of <br />Charles Ptacek to construct a 40 x 63 pole barn closer to the road than the <br />principal residence, according to Site Plan. <br />All aye. Motion Carried. <br />MOTION: McAllister made motion, Peltier seconded, that the City grant a temporary <br />mobile home permit to Charles Ptacek, if needed, with the understanding that <br />he may have up to 18 months to construct his residence. <br />All aye. Motion Carried. <br />Mr. Ptacek is to notify City Hall in the event a temp permit is needed. <br />5.4 Bob Bramstedt - Special Use Permit/Site Plan Approval <br />Mr. Bramstedt is proposing the construction of a 60 x 200 building to be used for <br />boat, snowmobile, and motorcycle repair, along with accessory sales. There would <br />also be outside storage of seasonal vehicles. The Planning Commission held a public <br />hearing relative to the SUP application with no local opposition. Mr. Bramstedt <br />stated that they plan on using fencing to screen the property as well as planting <br />of trees, in the hopes that they will survive, which historically is not the case. <br />MOTION: McAllister made motion, Peltier seconded, to approve the Special Use Permit <br />request of Bob Bramstedt for boat, snowmobile, and motorcycle repair, and <br />exterior storage of seasonal vehicles subject to the following: <br />1. Provide proof to the city that the two parcels have been combined <br />(93004-2240 and 93005-2333) to make sure setback requirements can be met. <br />
