11.3 October 6, 1986 HARSTAD - cont. The Council then discussed drainage as relates to the new development. The possibility of petitioning RCWD for a permit to clean the ditch ea5t'of Highway 61, to be paid for by the developer and adjoining property owners, was discussed. Warren Arcand and Theodora Peltier will discuss the project with their neighbors and attempt to meet with the developer. Mayor McAllister emphasized the fact that Hugo intends to try and keep the negative impact on downstream property owners to a minimum. The Council then discussed parkland dedication as to whether the City would want money or land. It was the consensus of the Council that the City consider on-site parkland or possibly contiguous property. The regular City Council meeting was called to order by Mayor McAllister at 6:50 PM. PRESENT: Hauer, Peltier, Potts, Schwab, McAllister City Attorney, Charles Johnson APPROVAL OF CLAIMS MOTION: Potts made motion, Peltier seconded, to approve the General Claims for October 6, 1986, as submitted. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to approve the Utility Claims for October 6, 1986, as submitted. All aye. Motion Carried. 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.4 Lake Air Estates - Letter of Credit MOTION: Peltier made motion, Schwab seconded, to release the Letter of Credit for Lake Air Estates (Birchwood Builders). All aye. Motion Carried. MO'T'ION: McAllister made motion, Peltier seconded, to schedule an additional, regular Council meeting for November 19, 1986, at 7:00 PM, to consider the invest- ment of the assessment revenue with Ehlers & Assoc., and the City auditor. Also, consideration of the Fire Department s request for an increase in retirement to $500.00 per years of service, and any other appropriate city business. All aye. Motion Carried. MOTION: McAllister made motion, Peltier seconded, to cancel the regular Council meeting of October 20, 1986, and reschedule for an additional, regular meeting of October 27, 1986, to consider all items that would have been considered at the regular meeting of 10/20/86. All aye. Motion Carried. 5.12 Richard Charest - Letter of Credit MO'T'ION: McAllister made motion, Peltier seconded, to release the Letter of Credit for Richard Charest and subject to payment of any legal/engineering fees incurred.
