October 6, 1986 <br />public hearing on October 22nd assuming he could get the information to City Hall in <br />time to take care of the paperwork. <br />5.3 Xhu--Vang - Public Hearing (7:30 PM) <br />This public hearing was held to consider the request of Khue Vang to place a mobile <br />home on his property so his mother could move from St. Paul to live by her family. She <br />speaks no English. John Thommes, adjoining property owner, wanted to know how long <br />"temporary" was, and was informed the time period could be indefinite. Jeff Hughes <br />inquired about whether the 90 day renewal was open for public hearing, and was informed <br />that the City would consider any written complaints. The public hearing was closed <br />at 7:39 PM. It was the consensus of the Council that to grant approval to this <br />request would be "stretching" the intent of the hardship for a mobile home permit. <br />MOTION: Potts made motion, Schwab seconded, to notify Khue Vang that the request <br />for a temporary mobile home permit, under Chapter 40, hardship, has been <br />denied. It is felt that the request does not constitute a hardship within <br />the framework of the ordinance. <br />VO'T'ING FOR: Potts, Schwab, McAllister <br />VOTING AGAINST: Hauer, Peltier <br />Motion Carried. <br />5.6 Hugo Auto Parts - Auto Dismantling License <br />Mike and Dick Brandt were present and stated that they have submitted the results of <br />their water analysis, but can find no one to interpret them. Let the record show <br />that George Atkinson will followup on the water quality reports with the PCA. <br />MOTION: Potts made motion, Peltier seconded, to approve the Auto Dismantling License <br />for Hugo Auto Parts. <br />All aye. Motion Carried. <br />MOTION: McAllister made motion, Peltier seconded, that all Auto Dismantling Licenses <br />be considered in September. <br />All aye. Motion Carried. <br />5.9 Allan Hancock - SUP <br />Karla Hancock was present to discuss plans for their newly purchased property. She and <br />her husband initially were to construct their residence and accessory building simulta- <br />neously. Their plans have now changed, and they would like to construct two accessory <br />buildings (30 x 60 and 40 x 63) before construction of their residence. <br />MOTION: McAllister made motion, Schwab seconded, to approve the Special Use Permit <br />for Allan & Karla Hancock, to construct two accessory buildings prior to <br />the principal residence subject to the following: <br />1. Applicant will provide the City of Hugo with a Letter of Credit or cash <br />deposit, in the amount of $500.00, to guarantee that the two accessory <br />buildings will be removed should the Hancocks not obtain a Building <br />Permit before July 1 , 087. <br />2. The financial guarantee will not be released until the Building Permit <br />is issued. <br />3. Applicant to submit a letter stating that if the Building Permit is not <br />obtained before July 1, 1987, the two temporary buildings will be removed <br />from the property. <br />All aye.
