January 7, 1985 <br />Mr. Puleo was informed that the illigal use will have to be terminated. <br />VACANCY ON PLANNING COMMISSION <br />The city received a letter from Arthur Potts indicating his resignation from the <br />Planning Commission because of his recent election to the Council. Mr. O'Mara, <br />present at the meeting, as well as John Granger, expressed their desire to serve <br />on the Planning Commission. Howard Schletty submitted a letter indicating his <br />interest. Because the Commission lacks "downtown" representation, it was the opi- <br />nion of Mayor McAllister that Mr. Granger be selected. <br />MOTION: McAllister made motion, Schwab seconded, to appoint John Granger to the <br />Planning Commission to fill the seat vacated by Arthur Potts. Sole <br />reason for appointment is that John Granger will be able to provide <br />representation from the "old village area". <br />AYE: Peltier, Schwab, McAllister <br />NAY: Potts, Hauer <br />Motion Carried. <br />For the record, Potts voted "NO" because some of the other applicants may have <br />more experience. <br />MOTION: Peltier made motion, Potts seconded, to appoint Ken Lorch as Chairman of <br />the Planning Commission for a four (4) year term. <br />All aye. Motion Carried. <br />MOTION: Potts made motion, Hauer seconded, to reappoint George Atkinson to the <br />Planning Commission for a four (4) year term. <br />All aye. Notion Carried. <br />MOTION: McAllister made motion, Potts seconded, that a court reporter be retained <br />for the public hearing of February 6, 1985, 7:00 PM, a joint meeting of <br />the City Council and Planning Commission, for consideration of the appli- <br />cation of the White Bear Rod & Gun Club for reasonable decibel limits <br />relative to their Special Use Permit. <br />All aye. Motion Carried. <br />5.3 Sandy Borndale - Special Use Permit <br />Ms. Borndale is proposing the construction of a 72 x 240 pole barn to be used <br />as a riding arena and for boarding purposes. The Planning Commission recommended <br />approval subject to a number of conditions. Ms. Borndale submitted a letter signed <br />by some neighbors, stating they had no objection to the proposal. William O'Mara, <br />neighbor directly to the north, was present, and strongly stated his opposition <br />to the building construction because of: flies, increased traffic, devaluation <br />of his property, and possible contamination of his well because of the high water <br />table. Mayor McAllister stated that this type of operation is permitted in the <br />zone, but would require a SUP because of the size of the building. <br />MOTION: McAllister made motion, Peltier seconded, to table this matter until 1/9/85, <br />setting an additional regular City Council meeting at 6:00 PM, to give <br />further consideration to the application of Sandy Borndale for a SUP. <br />All aye. Motion Carried. <br />
