10 January 21, 1985 MOTION: Schwab made motion, Potts seconded, to approve the minutes of the Special Meeting of January 9, 1985, as submitted. All aye. Motion Carried. 4.0 APPROVAL OF GENERAL CLAIMS MOTION: Peltier made motion, Hauer seconded, to approve the General Claims for January 21, 1985, as submitted. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to approve the Utility Claims for January 21,1985, as submitted. All aye. Motion Carried. 5.0 PETITIONS, REQUESTS, COMKUNICATIONS & LICENSES 5.1 Frank Puled - Special Use Permit Mr. Puleo, one of 3 people having an interest in property known as 16325 Forest Boulevard, was present at the meeting to answer any further questions regarding the light manufacturing business being operated in the accessory building located on the property. The property is zoned SFE, and it was the opinion of Councilman Schwab that a SUP could be considered, as the ordinance reads, "home occupations not meeting criteria". The criteria is not met in that Mr. Puleo does not occupy the residence, and the work is being done in an accessory building. It was deter- mined at previous meetings, that the work being done there would not create any hardship or burden on adjoining property owners. They had no objection to the business, only the rezoning of the property to industrial. MOTION: Schwab made motion, Peltier seconded, to approve the Special Use Permit for Frank Puled to conduct a light manufacturing business in an accessory building in the SFE zone (specifically, handicap grab bar construction). This permit would be in compliance with Zoning Ordinances 320-4, Subd G, #3 and 320-3, Subd B, #41, and shall be subject to the following conditions: 1. That no visible signs other than those normally utilized in a resi- dential district be present. 2. That no over-the-counter retail sales be involved. 3. That the number of persons working at said operation shall not exceed three (3). 4. That there be no generation of offensive odors, glare, smoke, dust noise, vibrations or other objectionable influences, extended beyond said property lot lines. 5. That any sale or transfer of said property and/or business operation would make thi4i5ermit subject to review and renewal. 6. That the Council, at their discretion, can review this permit at any time, and if violations are found, the permit can be revoked. AYE: Peltier, Schwab, Hauer NAY: Potts Motion Carried.
