67 <br />July 15, 1985 <br />5.6 Marlene Mooren - Special Use Permit <br />Ms. Mogren would like to establish a "SHARE A HOME FOR WOMEN" is her residence on <br />140th Street. There would be a maximum of 5 women at the house for longer residency, <br />but could have more there on an emergency basis. Len Shimota, 9824 140th Street, <br />was present to state that he opposed the proposed use, and would like to see the <br />home remain as a single family residence. Ms. Mogren would get most referrals from <br />her church, Calvary Assembly of God, in White Bear Lake or by word-of-mouth. The <br />Mogren property is zoned AG, and institutional housing is allowed by Special Use <br />Permit. <br />MOTION: Schwab made motion, Peltier seconded, to approve the Special Use Permit <br />for Marlene Mogren to operate a "SHARE HOME FOR WOMEN" at her residence, <br />subject to the following conditions: <br />1. Establishment to have yearly review by the Washington County <br />Community Health Services. A copy of the review to be provided <br />to the City. <br />2. Home to comply with all fire and building codes. <br />3. No changes to be done to the outside appearance of the house. <br />4. Residence shall have a maximum of five adults, 10 total persons <br />residing in hone and not to exceed 15 persons on an emergency <br />basis for more than 72 hours. The owner and family are excluded <br />from the total. <br />5. This Special Use Permit is subject to review at the will of the <br />City Council at any time. <br />All aye. Motion Carried. <br />6.0 ORDINANCES AND RESOLUTIONS <br />MOTION: Potts made motion, Peltier seconded, to schedule a public hearing for <br />August 5, 1985, at 7:30 PM, to consider the proposed ordinance amending <br />the zoning ordinance to include earth sheltered and earth bermed structures. <br />All aye. Motion Carried. <br />7.0 UNFINISHED BUSINESS <br />MOTION: Schwab made motion, Peltier seconded, authorizing the execution of the <br />MEMORANDUM OF AGREEMENT FOR RECYLCING GRANT DISTRIBUTION between the City <br />of Hugo and Washington County. <br />All aye. Motion Carriend. <br />5.5 Will Harris - Special Use Permit and Site Plan Approval <br />Mr. Harris is proposing the construction of two softball fields and a smaller scale <br />golf course on his property located to the east of the Texan Bar. A 40 x 60 pole <br />building will also be constructed in conjurttion with his plans. Adjoining neighbor, <br />Lori Flanagan, filed a letter of opposition to the proposal stating their quiet <br />neighborhood would change "into a busy, fast -paced one" as well as an increase in <br />noise. John Jungmann was present and stated that he was not opposed to the plans, <br />but wan interested in plans for parking,and drainage. Mr. Harris felt the existing <br />lot would adequately serve "daytime" activities, and because the land was fairly <br />level, and not much land alteration would be required, drainage would not be a <br />problem. <br />(continuted) <br />
