6 January 17, 1983 <br /> 5.4 Silver Spur Saloon - Discussion of Nuisance <br /> Mr. Ed Waugh, fee owner, and Mr. Gene Ramacher, .last liquor license holder, were <br /> sent letters requesting their presence at tonight's meeting to discuss the condi- <br /> tion of the building after the fire. Mr. Waugh contacted McAllister stating that <br /> he is indeed the fee owner, but that it might be more appropriate to deal with the <br /> people who are in possession of the property. Attorney Johnson reconmended that <br /> Mr. Waugh be contacted to obtain documentation on the outstanding Contract for Deeds <br /> on the property, and that all intermediate owners should be notified and requested <br /> to appear before the Council to discuss the nuisance. <br /> 6.0 ORDINANCES AND RESOLUTIONS <br /> MOTION: Schwab made motion, Vail seconded, to adopt ORDINANCE 189, AN ORDINANCE <br /> REGULATING THE POSSESSION, MANUFACTURE, DELIVERY, OR ADVERTISING OF DRUG <br /> PARAPHERNALIA, PRESCRIBING PENALTIES AND PROVIDING FOR FORFEITURE. <br /> All aye. Motion Carried. <br /> 7.0 UNFINISHED BUSINESS <br /> 7.1 NSP right-of-way Matter <br /> MOTION: McAllister made motion, Vail seconded, that the City Clerk be directed to <br /> send a letter to Mr. John A. Smith, NSP, acknowledging his letter of 12/30/82 <br /> stating that the matter is under review by the new City Council. <br /> All aye. Motion Carried. <br /> This matter will be discussed again at the meeting of 2/22/83. <br /> 8.0 NEW BUSINESS <br /> 8.1 Capitol City Mutual Aid Agreement <br /> Mr. Johnson was provided a copy of the proposed agreement. After his review, he de- <br /> termined that the previously discussed problems with the original agreement were <br /> corrected, and that the new agreement is ready for city signature. <br /> MOTION: Vail made motion, Atkinson seconded, that the City of Hugo approve and <br /> accept the Capitol City Mutual Aid Agreement and authorize the Mayor to <br /> sign the agreement along with the other appropriate signatures. <br /> All aye. Motion Carried. <br /> 10.0 CLERK <br /> The city received a bid from Ron Istvanovich to plow City Hall area and fire hydrants, <br /> when needed, for $30.00/hour, 24 hour service. The Feed Mill presently services the <br /> city at $36.00/hour. Ron stated that he would be using a 610 Bobcat, and when he <br /> would not be able to do the work, his wife's cousin would be available. A Certifi- <br /> cate of Insurance could be provided from a firm known as Blacktopping. Ron stated <br /> that a 6" snowfall would take approximately 12 hours to remove. <br />
