15 <br /> February 22, 1983 <br /> MOTION: McAllister made motion, Peltier seconded, that the City of Hugo set a pro- <br /> ximity for the liquor license previously issued to the Silver Spur Saloon <br /> to Esther Weigel until June 1, 1983. The City Council may consider an <br /> extension of that if the applicant meets all requirements of the city code. <br /> All aye. Motion Carried. <br /> MOTION: McAllister made motion, Peltier seconded, that an extension of time for <br /> consideration for abatement of the nuisance to run concurrent with the <br /> demolition permit. <br /> All aye. Motion Carried. <br /> 5.5 Arthur Potts - Discussion of White Bear Rod & Gun Club <br /> Mr. Potts, along with a number of his neighbors, was present to solicit the Council's <br /> help in deterring the granting of a conditional use permit to the White Bear Rod and <br /> Gun Club for a shooting range on 272 acres located north of Hugo's 180th Street <br /> boundary. In particular, they were requesting the Council to contact the Metro <br /> Council for a significance evaluation. Attorney Johnson suggested that someone <br /> contact Metro's legal counsel to get their interpretation as to whether or not <br /> 272 acres is going to be sufficient magnitude for this type of study. If Hugo <br /> requested the study, it would be liable for costs incurred. Mr. Potts stated that <br /> he would contact Metro regarding this matter. McAllister felt that it would be <br /> benificial to contact Hugo's neighbors, Forest Lake Township, prior to requesting <br /> Metro's intervention. <br /> MOTION: McAllister made motion, Peltier seconded, to adopt RESOLUTION 1983-4, <br /> WHEREAS the City Council of the City of Hugo has been petitioned by a <br /> number of its residents to seek intervention by the Metropolitan Council <br /> in the matter of the White Bear Rod and Gun Club's request for a license <br /> in Forest Lake Township, just north of the boundary of the City of Hugo, <br /> and WHEREAS the City Council of the City of Hugo feels, at this time, <br /> that a joint meeting between the Forest Lake Town Board and the City <br /> Council of the City of Hugo to be a more appropriate response, NOW, <br /> THEREFORE, BE IT RESOLVED, the City Council of the City of Hugo respect- <br /> fully requests the members of the Forest Lake Town Board to take no <br /> further action on the request of the White Bear Rod and Gun Club for a <br /> facility in Forest Lake Township until its two governing bodies have <br /> met. <br /> All aye. Motion Carried. <br /> 7.0 UNFINISHED BUSINESS <br /> 7.1 NSP Matter <br /> The Council reviewed the letter received frau Mr. Smith, dated 12/30/82. <br /> MOTION: McAllister made motion, Peltier seconded, that the City Attorney draft <br /> an agreement for the City Council containing essentially the conditions <br /> in the letter dated December 30, 1982 from NSP to the City of Hugo. <br /> All aye. Motion Carried. <br />
