68 August 1, 1983 <br /> Whitaker stating his reasons why he felt the rezoning should not be approved. James <br /> Johnson, land owner to the north, was.present and stated that.he did not feel the <br /> land was a good site for a residence because of runoff and swampy areas. Mr. <br /> Potts, Planning Commission member, was present and reiterated their reasoning <br /> for recommending approval of the request. Peter Lowell, prospective land owner, <br /> submitted a site plan showing location of the house, well, and septic system. <br /> He stated that he would be willing to give a permanent easement to Mr. Whitaker <br /> for access to his property. McAllister stated that rezoning requires a 4/5's <br /> council vote and Councilman Atkinson was not present. Mr. Barbour requested his <br /> application be considered at the next Council meeting when a full Council would <br /> hopefully be present. After a straw vote, Mayor McAllister was the only dissenting <br /> vote. <br /> 5.5 John Maniple - Variance <br /> Mr. Maniple, 5389 145th Street, would like to construct a 20 x 22 addition to his <br /> existing garage. The addition would be 3' from the sideyard lot line and 5' is <br /> required. DonaYlKalsnes, the effected property owner, provided a letter stating <br /> that he had no objection as long as the line of the building remain the same. <br /> MOTION: Peltier made motion, Vail seconded, to approve the Variance request of <br /> John Mample to construct a 20 x 22 addition to his existing garange 3' <br /> from the sideyard lot line, according to submitted Site Plan. <br /> All aye. Motion Carried. <br /> 5.6 William Kost - Site Plan Approval <br /> Mr. Kost, 5560 140th Street, would like to construct a 14 x 20 storage building <br /> on his property. The zone allows for 260 square feet accessory storage so appli- <br /> cation should have been for a Special Use Permit rather than Site Plan. <br /> MOTION: McAllister made motion, Schwab seconded, to approve the Special Use Per- <br /> mit for William Kost to construct a 14 x 20 storage building subject to <br /> payment of the additional fee cost ($15.00) . Building to be used for <br /> personal storage only and constructed according to submitted site plan. <br /> The exterior of the building to comply with Ordinance 186. <br /> All aye. Motion Carried. <br /> 5.3 Carl Hjelmhauq - Nuisance <br /> The Hjelmhaug's were contacted regarding the inoperable vehicled parked in front <br /> of their residence, and was informed that the vehicle had just been towed away. <br /> MOTION: McAllister made notion, Peltier seconded, that the City Clerk write a <br /> to Mr. & Mrs. Hjelmhaug notifying them that the notice to appear before <br /> the City Council for consideration of a nuisance is abated. They are to <br /> be thanked for their cooperation and ask that in the future they keep <br /> the city sidewalk clear from debris. <br /> All aye. Motion Carried. <br /> 6.0 REPORTS OF OFFICERS AND CJ 4'4I'rrt ES <br /> 6.1 Ordinance Committee - No discussion <br />
