Because of an excess in fines col- lected in 1983, the city has decided to help financially the White Bear Commu- nity Counseling Center and the Forest Lake Youth Service Bureau. MOTION: McAllister made motion, Schwab seconded, that the City of Hugo provide funding for the White Bear Lake Area Community Counseling Center, in the amount of $2,500.00 for the year 1984, and that we provide funding for the Forest Lake Youth Service Bureau, in the amount of $2,000.00, for the year 1984. The monies are to be paid from surplus of court levied fines in 1983, and that checks be placed on the claims for the last meeting in December, 1983. VOTING FOR: Peltier, Schwab, Vail, McAllister VOTING AGAINST: Atkinson Motion Carried. 5.3 PROJECT 8311 - OPENING OF BIDS The opening of bids commenced at 7:33 PM, with Tom Fast representing the City Engineer, Howard Kuusisto. There were three (3) bids submitted as follows: RO-SO $34,075.75 EJM CONST. 31 ,370.20 TWIN CITY TUNNELING $30,023.00 The City has received a permit from MDOT, but nothing received to date from the railroad. Mr. Fast recommended that the awarding of the bid should be tabled until the next meeting. MOTION: McAllister made motion, Peltier seconded, to set a Special Meeting of the City council for October 17, 1983, at 6:00 PM, at which time the City will award the bid for Project 8311. Other city business may be considered at that Special Meeting. All aye. Motion Carried. 5.4 Robert Ricci - Special Use Permit Mr. Ricci is proposing the moving in of a 4 unit, multi-family dwelling, with the construction of 2 more units in the basement. The Site Plan has the required num- ber of parking slots for the number of units and bedrooms. A 100' privacy fence will be constructed along the east property line, and the Mayor suggested that that fence be constructed of wood, as well as the around the dumpster area. A concrete slab will be poured this year yet for future construction of a garage. Mr. Ricci stated that the parking lot will face 147th Street and will be pitched so as to drain into that street. Lower 147th Street should have minimal drainage from the project. Ricci also stated that the building will be refurbished inside as well as well as exterior painting. MOTION: Schwab made motion, Atkinson seconded, to approve the Special Use Permit for Robert Ricci to move in a 4 unit, multi-family dwelling, and the construction of 2 basement units, subject to the following conditions: 1 . Drainage of water from the roof and parking lot shall drain to 147th Street.
