Because of an excess in fines col- <br /> lected in 1983, the city has decided to help financially the White Bear Commu- <br /> nity Counseling Center and the Forest Lake Youth Service Bureau. <br /> MOTION: McAllister made motion, Schwab seconded, that the City of Hugo provide <br /> funding for the White Bear Lake Area Community Counseling Center, in <br /> the amount of $2,500.00 for the year 1984, and that we provide funding <br /> for the Forest Lake Youth Service Bureau, in the amount of $2,000.00, <br /> for the year 1984. The monies are to be paid from surplus of court <br /> levied fines in 1983, and that checks be placed on the claims for the <br /> last meeting in December, 1983. <br /> VOTING FOR: Peltier, Schwab, Vail, McAllister <br /> VOTING AGAINST: Atkinson <br /> Motion Carried. <br /> 5.3 PROJECT 8311 - OPENING OF BIDS <br /> The opening of bids commenced at 7:33 PM, with Tom Fast representing the City <br /> Engineer, Howard Kuusisto. There were three (3) bids submitted as follows: <br /> RO-SO $34,075.75 <br /> EJM CONST. 31 ,370.20 <br /> TWIN CITY TUNNELING $30,023.00 <br /> The City has received a permit from MDOT, but nothing received to date from the <br /> railroad. Mr. Fast recommended that the awarding of the bid should be tabled <br /> until the next meeting. <br /> MOTION: McAllister made motion, Peltier seconded, to set a Special Meeting of <br /> the City council for October 17, 1983, at 6:00 PM, at which time the <br /> City will award the bid for Project 8311. Other city business may be <br /> considered at that Special Meeting. <br /> All aye. Motion Carried. <br /> 5.4 Robert Ricci - Special Use Permit <br /> Mr. Ricci is proposing the moving in of a 4 unit, multi-family dwelling, with the <br /> construction of 2 more units in the basement. The Site Plan has the required num- <br /> ber of parking slots for the number of units and bedrooms. A 100' privacy fence <br /> will be constructed along the east property line, and the Mayor suggested that that <br /> fence be constructed of wood, as well as the around the dumpster area. A concrete <br /> slab will be poured this year yet for future construction of a garage. Mr. Ricci <br /> stated that the parking lot will face 147th Street and will be pitched so as to <br /> drain into that street. Lower 147th Street should have minimal drainage from the <br /> project. Ricci also stated that the building will be refurbished inside as well <br /> as well as exterior painting. <br /> MOTION: Schwab made motion, Atkinson seconded, to approve the Special Use Permit <br /> for Robert Ricci to move in a 4 unit, multi-family dwelling, and the <br /> construction of 2 basement units, subject to the following conditions: <br /> 1 . Drainage of water from the roof and parking lot shall drain to <br /> 147th Street. <br />
