MARCH 59 1973 <br /> Vadnais was also questioning wheter Hugo would be willing to give 80/ of fees to <br /> inspectors instead of 7596. (Communities around Hugo give 80/). Lease wondered how <br /> the Village Budget would be affected by this increase. It was noted that this would <br /> affect the budget by less than $100.00. Motion made by Lease and seconded that <br /> Village pay plumbing, heating, appliance, and building inspectors 75% of fees. Carlson, <br /> Leroux, Bjorum, Lease for LaValle opposed. Motion carried. <br /> Tom Perzichilli appeared concerning his application for a Special Use Permit for a <br /> commerical building in an area which already has some commercial buildings on. it. He <br /> had attended the Planning Commission meeting of Feb. 20th and was told his application <br /> would be tabled until the comprehensive plan was developed. LaValle said the Commission <br /> didn't really have any time to check Perzichilli's application over. Mayor Carlson <br /> suggested that Perzichilli attend the next Comprehensive Planning meeting to find <br /> out more a.Dout future zoning. <br /> Attorney Johnson had with him a Resolution for Senator Hughes and State Representative <br /> Jerry Belisle, reaffirming the Council's previous resolution supporting an additional <br /> liquor license for the Village. It was stated that a letter was received from the <br /> Hugo Businessmen's Association in the summer of 1972 showing their backing of a <br /> license for Earl Forsblad. Mr. Eugene Peltier of the Association, said the few <br /> businessmen who did this opposing, did it without authorization of the organization <br /> The Businessmen as a whole, had no vote on this matter at all. Mr. David Cushing <br /> appeared on behalf of Earl Forsblad, saying the attendence at Nashville North is <br /> comprised of people coming from the Twin Cities, Northern Minnesota, and Wisconsin, <br /> not the Village of Hugo. ThdB being the case, Forsblad Lan't hurting other liquor <br /> establishments. Chief Gunderson spoke up saying the place is well run, has a good <br /> class of people as clientele and he had never had trouble there. LaValle stated <br /> that Forsblad had told him when he got his liquor license, he'd sell the place to <br /> the Mafia. Motion made by Carlson, seconded by Leroux that the Council adopt Resolution <br /> # 169 a resolution rfaffirming the Council's previous resolution supporting the <br /> special legislation for providing an additional liquor license for the Village of <br /> Hugo. Carlson, Leroux, Bjorum, Lease for LaValle opposed. Motion carried. <br /> Irene Leroux reported that the Planner and Planning Commission is to meet with <br /> Metro Council on March 7th, taking along some of their ideas on the comprehensive <br /> plan. Dan Spitzer of the Planning Commission said he would feel rather uncomfortable <br /> going before the Metro Council not knowing what Planner Bob Eidem has in mind for the <br /> Plan. Mayor Carlson suggested postponing the Metro meeting, and setting up a meeting <br /> between the Council (Hugo) and the Planning Commission to get ideas for the Com— <br /> prehensive Plan before taking them to Metro. Don Lease said he would like Kuusisto <br /> at this meeting, and would like Johnson to attend this one or the one between Metro <br /> and the Planners. Mr. Johnson said it would be best if he attended the one between <br /> Hugo Council and the Planning Commission. Motion made by Carlson, seconded by Bjorum, <br /> to have Mayor Carlson postpone the meeting with the Metro Council on March 7th until <br /> a later date in March. Motion carried. <br /> Motion made by Carlson, seconded by Leroux to schedule joint planning meeting be— <br /> tween the Village Council and the Planning to discuss the Comprehensive Plan, on <br /> March 14. 1973 at 8:00 PM at the Hugo Village Hall. Motion carried. <br /> There was net report from the Sewer Committee, as their meeting last week was cancelled. <br /> Pam Bjorum, representative of the Ordinance Committee, was given some packages of <br /> ordinances to be compiled into the Village Code, by Attorney Johnson, <br /> Irene Leroux reported for the Planning Commission that there is going to be a Public <br /> Hearing on the Comprehensive Plan April 5, 8:00 PM at the Hugo School. <br /> Along with Chief Gunderson's monthly report, he also called attention to the fact <br /> that through an investigation, he found two parties leasing property and running <br />
