The Planning Commission had recommended approval of the permits with various stringent conditions. I-.:otion made by LaValle, seconded by Leroux to grant a Special Use Permit to Joe Gregoire for a Borrow Area for sand subject to the following con- ditions, and the condition of the nice Creek 'Jatershed Board (attached to Permit) : 1 . 7hi_3 Special Use Permit is issued for the removal of gravel in accor- dance with the plans submitted and any deviation from these plans shall require an amendment to this special use permit. 2. All existing trees and natural vegetation bordering the pit area shall be left undisturbed. 3. All top soil in the pit area shall be stockpiled, and at the time the operation is completed, the top soil shall be replaced and seeded to grass cover. 4. Any violation of the conditions of this special use permit shall be grounds for termination of the permit and final grading, sloping, and seeding shall then be at the direction of the City Engineer. 9. The special use permit shall expire on September 30, 1975 and all conditions of it shall have been complied with by that date or it may be extended due to conditions beyond the contractores control to in- clude labor relations or acts of God. 10.
