Gerald Beach, the new tree inspector, had sent a proposal to Councilman <br /> Smith, and Johnson for review. He requested 31000.00 plus .,;.i50.00 for mileage <br /> for working for Hugo the remainder of 1974. Johnson stated that Er. Beach <br /> should have public liability and property damage insurance to save the City <br /> harmless from any damage he might cause while under contract to the City. <br /> Lee ITartin suggested referring to regulations of the Department of Agricul— <br /> ture when drafting a contract with Beach. <br /> Acting Police Chief Barth also gave his written report to the Council. <br /> Theodora Peltier questioned whether a speed limit of 30 mph could be set on <br /> Goodview Avenue. Barth said this would have to be done through the State. <br /> He and Howard are to check into this. Barth mentioned he had given the new <br /> squad car spec to various dealers in the area. <br /> Regarding the planning commission, Leroti:: said Dan Spitzer suggested adding <br /> a line to public notices stating that plans are at the City 'call for public <br /> review. <br /> The ordinance committee will review all recommendations on the zoning ordi— <br /> nance September 4th, and after the 16th council meeting, hopefully a joint <br /> meeting could be held with the council, planning commission and ordinance <br /> committee. <br /> Iiayor Lease reported for the sewer board that the assessment map is near <br /> completion. Hoffman will probably have a cost estimate for the 16th meeting. <br /> It was mentioned that the cost of the sewer and streets could be split, but <br /> this would change the assessment policy. The sewer board hn,d ::made various <br /> written recommendations to the Counc=il which were reviewed. There will be <br /> a special consideration given to the Hugo School and the trailer park when <br /> assessing. There were also two recommendations to possibly be added to the <br /> sewer ordinance. The attorney is to review these. <br /> ::otion made by Lease, seconded by LaValle that Council adopt the initial <br /> guidelines recommended by the sewer committee. Discussion then held. <br /> i.lotion made by Lease to amend the previous motion to state that Caouncil adopt <br /> initial guidelines adopted by the sewer committee, with the deletion of the <br /> last four words. , "if it is beneficial" in 2. Notion seconded and carried. <br /> Recess called at 9:25 PE. Called back to order at 9:35 Ph•I. <br /> Notion made by Lease, seconder'. by Smith to notify the Administrators of the <br /> George King 2state they have ten days to clean up the property and remove <br /> the unsafe building. Notion carried. <br /> Notion made by Tease seconded by Smith to purchase revised State Statues <br /> at a cost of ;35.00 a set. 'lotion carried. <br /> Notion made by Martin, seconded by LaValle to apply for reimbursement of <br /> funds for Officer Barth's peace officer training. Notion carried. <br /> A copy of a permit issued to Jerry roe for a ho;.; farm by the PCA was received <br /> by the Clerk' s office and reviewed by the Council. <br /> Lotion made by Lease, seconded by Smith to renew mobile home permit for <br /> E.A. Lundblad. I-lotion carried. <br />
