FEBRUARY 2, 1976 <br /> MOTION: Lease made motion, seconded by LaValle, to rescind the <br /> previous motion. <br /> VOTING FOR: Lease, LaValle, Leroux, Smith, and Schletty. <br /> MOTION CARRIED <br /> LAVALLE EXCAVATING -puR LAR MINING PERMITS <br /> MOTION: Lease made motion, seconded by LaValle, to extend the <br /> minimg permits for LaValle Excavating and Bur Lar, In- <br /> coorporated, until July 1 , 1976, and instructed clerk <br /> to inform these companies to bring their bonds up to date. <br /> VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. <br /> MOTION CARRIED <br /> 5.6 WHITE BEAR ROD & GUN CLUB ON SALE LIQUOR LICENSE <br /> LaValle said original intentions were not to have liquor license <br /> zoning isn't proper - if license desired should apply for club <br /> license. <br /> MOTION: LaValle made motion, seconded by Schletty[, to deny the <br /> petition of White Bear Rod and Gun Club for on-sale <br /> liquor license. <br /> VOTING FOR: Lease, LaValle, Leroux, Schletty, and Smith. <br /> MOTION CARRIED <br /> 6.0 REPORTS OF OFFICERS & COMMITTEES <br /> 6.1 ORDINANCE COMMITTEE <br /> Smith reported committee studying a driveway ordinance - have <br /> viewed several communities including Washington County-none seem <br /> adaptable to Hugo's type community. Lease wants permit to indicate <br /> location, probably under jurisdiction of Engineer, to be taken <br /> out when building permit is issued. Crever said should include <br /> specs for culverts. Schletty asked Engineer to make recommendation <br /> on the matter. <br /> 6.2 PLANNING COMMISSION <br /> Leroux repmrted Harley Johnson would like to stay on Planning <br /> Commission. Had time problem in past but feels has more time now. <br /> Discussion concerning Vern Peloquin making application for special <br /> use permit for Shepherd of Fields Lutheran Church - some council <br /> members felt it was improper-Attorney says if Peloquin applies <br /> it can be contingent on sale to church. If they decide to build <br /> elsewhere, permit would become void. Smith presented letter from <br /> June Smith in regard to allegation of rene Leroux that she has <br /> 20 children in her school instead of maximum of 12, including <br /> her own. Letter indicates there are never more than 12 there at <br /> one time. LaValle said if speciwl use permit had expired on September <br /> 1 , 1975 and she did not apply for renewal until September 10, 1975, <br /> attorney should be asked for opinion as to whether or not it is <br /> now null and void. After studying permit, it was determined by <br /> attorney that it was not a renewal but rather a new permit and <br /> is in force. However, the permit must be renewed by October 6, 1976 <br /> or it will terminate. <br /> 6.3 WATER SUPERINTENDENT <br /> Has been paid salary of $125 per month for last six years- asked <br /> for salary increase on monthly basis for all but maintenance work <br /> - amounts to about forty hours per month, and an hourly wage for <br /> maintenance work, repairing meters - recommended buying new remote <br /> heads at $12.50 apiece, with additional cost of about $5 apiece <br /> for installation - would save time reading residential meters, <br /> however. Would have to decide how to pay for them would city absorb <br /> cost? <br />
