APRIL 19, 1976 35 <br /> for a temporary mobile home permit, under Hugo Code, Chapter <br /> 40, Article III, Subdivision D, and at that time owner will <br /> have to show real proof of medical disability for further <br /> renewal. <br /> 5.0 PETITIONS. ETC. <br /> VOTING FOR: Lease, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> 5.2 SENIOR CITIZEN ADVISORY COUNCIL <br /> Pat Gamble representing a delegation from the Senior Citizen Advisory <br /> Council of White Bear Lake spoke regarding their Senior Citizen's <br /> Handyman Chore Service - to provide list of skilled handymen who will <br /> work for senior citizens for $3 per hour with a maximum of ten hours <br /> for each job done. City of White Bear Lake has contributed $4,480.00 <br /> to the project, Birchwood - $185.00. They have total budget of $6,400.00 <br /> for first year. They are asking other communities to contribute if <br /> they can. White Bear Lake gave $5 per household. Hugo has 71 homes <br /> in White Bear School District - are asking Hugo for approximately <br /> $355.00 for their share of the total budget for the first year. Pro- <br /> gram will begin July 1 , 1976 - got their start thru a Ramsey County <br /> grant. Leroux mentioned that a similiar program is being considered <br /> by Washington County. (Clerk instructed to consider this program in <br /> quarterly report) Council will consider after quarterly is submitted <br /> to Council by Clerk. <br /> 5.4 JEROME HINTZ - R. WALLER -REGARDING WATER DRAINAGE <br /> Complained of excessive water in vicinity of Hyde Avenue. Brought to <br /> Council's attention a year ago, they said, and Engineer made recom- <br /> mendations to the developer and this year there is the same situation. <br /> Additional home building is being done which aggrevates situation. <br /> Engineer said developer has been told to clear trees and debris from <br /> ponding areas and told he had to build a dyke. Complained that debris <br /> in ponding areas are fire hazards and breeding grounds for rats. <br /> Engineer said representative from Rice Creek Watershed District will <br /> investigate area. Matter tabled until next Council meeting. <br /> 6.0 ORDINANCES AND RESOLUTIONS <br /> 6.1 1976 -43 ESTABLISHING BOUNTY ON POCKET GOPHERS <br /> MOTION: Lease made motion, seconded by Smith to adopt Resolution <br /> 1976-43, A RESOLUTION ESTABLISHING A BOUNTY ON POCKET GOPHERS <br /> CAPTURED IN THE CITY OF HUGO, MINNESOTA, AND AUTHORIZING <br /> THE APPOINTMENT OF A BOUNTY PAYMASTER FOR RECEIVING CLAIMS <br /> AND PAYING BOUNTIES ON POCKET GOPHERS, AND ESTABLISHING <br /> COMPENSATION FOR THE BOUNTY PAYMASTER. <br /> VOTING FOR: Lease, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> 1976-44 ESTABLISHING A FEE FOR IDENTIFICATION ON TAGS-DOGS <br /> MOTION: Lease, made motion, Smith seconded, to adopt Resolution <br /> 1976-44 A RESOLUTION ESTABLISHING A FEE FOR THE IDENTIFICATION <br /> TAGS FOR IDENTIFYING DOGS AS TO OWNERSHIP; A FEE SET AT ONE <br /> DOLLAR ($1 .00) PER TAG. <br /> VOTING FOR: Lease, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> 1976-45 ESTABLISHING FEE FOR SPECIAL ASSESSMENT SEARCHES <br /> MOTION: Leroux made motion, seconded by Smith to adopt Resolution <br /> No. 1976-45. A RESOLUTION ESTABLISHING A FEE FOR SPECIAL <br /> ASSESSMENT SEARCHES; A FEE SET AT FIVE DOLLARS ($5.00) PER <br /> SEARCH. <br /> VOTING FOR: Lease, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> 1976-46 - ESTABLISHING FEE FOR JUNK YARD LICENSE <br /> Tabled until May 3rd, 1976 Council meeting. Attorney instructed to <br /> prepare ordinance amendment for that meeting. <br />
