MAY 3, 1976 4 7 <br /> 5.3 Jim Wisner - Lions Club <br /> Presented up-dated plans for proposed Lions Club building- changed <br /> from pole type building to Type J Garage building to be built on <br /> floating slab will have five overhead doors, four which will open <br /> upto area that can be used for Bingo during Good Neighbor days <br /> and the other door will open to area that will house old fire <br /> truck. <br /> MOTION: Lease made motion, seconded by Leroux, to grant a permit <br /> to the Hugo Lions Club to hold Good Neighbor Days from <br /> June 11 through 13, 1976 and permission to use the City <br /> playgrounds and park area. <br /> VOTING FOR: Lease, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> MOTION: Lease made motion, seconded by Leroux, to issue Bingo, <br /> Soft Drink and Non-Intoxicating Malt Liquor Permits <br /> to the Lions Club for Good Neighbor Days subject to their <br /> filing an application. <br /> VOTING FOR: Lease, Leroux, Schletty and Smith <br /> MOTION CARRIED <br /> Wisner stated Lions Club is interested in getting a bike trail from <br /> Hugo to White Bear Lake. Has received letter from Governor in- <br /> structed them to get endorsement from local and county government <br /> and then apply to federal government for funds. Lease advised <br /> them to present their plans to the Hugo Planning Commmission, <br /> the Washington County Planning Department and Charles Swanson, <br /> Washington County Engineer. <br /> 5.4 White Bear Youth Resource Bureau <br /> Jon Penton made presentation concerning Youth Resource Bureau of <br /> White Bear Lake. Said they served about 470 people last year. <br /> City of White Bear funds about 70% of their budget. About 4% <br /> of their clientele comes from Hugo he said - has full backing of <br /> Washington County Judge Albertson and Hugo Police Chief Robert <br /> Barth. Requesting contribution from Hugo - work with both Ramsey <br /> and Washington County courts. Service area includes White Bear <br /> Lake, Hugo, White Bear Township, Vadnais Heights. Lease said <br /> they would like to give them support but at this time have no <br /> funds. Instructed clerk to bring matter up at Budget Meeting in <br /> fall. Told Penton to contact the city prior to that time. <br /> 5.5 J Morrisev - Insurance <br /> Cancelled <br /> 5.6 R. Schuh - Mining Permit - Eng. report <br /> Engineer: regarding road profile - samples of soil have been taken. <br /> Recommends removing clay and replacing with Class 5. Sight distance <br /> is poor for traffic meeting on hill and should be cut and filled. <br /> Engineer will meet with Schuh and testing lab for obtaining samples <br /> from stockpile. Roadway will then be inspected with Schuh at that <br /> time. Engineer feels deposit is adequate. Inspection fee of $2,000 <br /> is sufficient - was based on a quantity basis of 10 per yard - <br /> about 2,000 yards are involved. Clerk to notify Rehbein that the <br /> inspection fee is satisfactory. <br /> MOTION: Lease made motion, seconded by Smith to delete condition <br /> #17 from Schuh's mining permit. <br /> VOTING FOR: Lease, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> 6.0 REPORTS OF OFFICERS & COMMITTEES <br /> 6.1 Ordinance Committee <br /> Smith reported drive way ordinance not ready for this meeting yet. <br />
