JUNE 6, 1977 49 <br /> 5.5 LaValle Excavating Mining Permit <br /> MOTION: Spitzer made motion, seconded by Irsfeld, that the LaValle Excavating <br /> Mining Permit be sent to Planning Commission to obtain a statement of <br /> intent from Mr. Goiffon. <br /> VOTING FOR: LaValle, Spitzer, Schletty,Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 6.0 REPORTS OF OFFICERS & COMMITTE,ES <br /> 6.1 Ordinance Committee <br /> The bingo ordinance draft was turned over to attorney, Charles Johnson for his review. <br /> The committee has also completed work on multiple family dwellings in SFU zoning, and <br /> should have ready for Mr. Johnson within a week. Their next meeting will be June 25, <br /> 1977. <br /> 6.2 Planning Commission <br /> The Planning Commission questioned the status of the Norman Horton Junkyard License <br /> and Special Use Permit. Mr. Johnson stated that the court case has been settled. <br /> LaValle stated that the city's primary concern was the number of tires still lying around. <br /> Their bond will expire on June 21, 1977. Spitzer stated that the Planning Commission <br /> should check on the fire lanes clause in the Special Use Permit. <br /> Mayor LaValle received a letter from John Boland, Metro Council, stating that the reβ <br /> quest for extension of the systems statement was denied because of legality. Carl Dale <br /> suggested that a special meeting be held to go over a rough draft of the presentation <br /> Hugo would make to Metro. Tentative date of the meeting is June 13, 1977, Mr. Irsfeld <br /> said that the extension could not be granted because it would exempt the city from <br /> the Land Planning Act. The systems statement will be issued on June 23, 1977. There <br /> will be 60 days from June 23 for final approval of the statement. During those 60 <br /> days, we can negotiate with Metro. If the city is still not happy, we can apply for a <br /> hearing, and that will give us another 60 days. <br /> 6.3 Water Superintendent <br /> LaValle Excavating submitted a price quotation to insulate water lines and services β <br /> John Deere Backhoe $25.00/hour <br /> Labor 12.00/hour <br /> 2" Styrofoam Insulation Current Purchase Price <br /> The time estimated for the two projects is 8 hours. <br /> MOTION: Spitzer made motion, seconded by Irsfeld, to authorize the Water <br /> Superintdent to contract for work to insulate the pipes at the <br /> pump house and that Ed Maas property, and insist with the contractor <br /> that the work be completed by October 1, 1977. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 6.4 Building Inspector β No discussion. <br /> 6.5 Fire Chief <br /> Jim Olsen stated that the first pump purchased would not fulfill the department's needs. <br /> He would like authorization to buy a different pump. <br /> MOTION: Irsfeld made motion, seconded by Spitzer, to extend the limit for the <br /> Fire Chief from $450.00 to $680.00. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 6.6 Police Chief <br /> Mr. Barth needs approval to send five officers to Minnesota Highway Safety Center <br /> Advanced Driving Technique class in St. Cloud, Minn. The city would have to pay for <br /> mileage only. <br /> MOTION: Spitzer made motion, seconded by Vail, authorizing to send five officers to <br /> Minnesota Highway Safety Center Advanced Driving Technique class in <br /> St. Cloud, Minnesota. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br />
