5 . Barth received a letter from the office of the Washington County Administrator <br /> ating there was a grant available to pick up an officer paying 100% of the salary. <br /> Grant would run through 1978. Spitzer stated that the city should be aware that the <br /> cost of the individual could fall on the shoulders of the city in 1979. The clerk <br /> mentioned that if this slot is filled now, there may not be an opening in the fall to <br /> hire a full time/for the street department. Hugo should determine their priorities. <br /> 6.7 Attorney <br /> Mr. Johnson submitted his monthly report. He restated some of the changes requested <br /> by the City of Hugo in regard to the Centerville interceptor. Changes were com— <br /> piled in a letter sent by Mr. Johnson to the attention of Mr. Harrington at the <br /> Metro Waste Control Commission. <br /> Recessed 8:47 Reconvened 9:04 <br /> 6.8 ENGINEER <br /> Mr. Kuusisto. submitted his monthly report. He has talked to Rice Creek regarding the <br /> low spot on Sunset Lake. Rice Creek feels that there is a buidable site. Mr. Kuusisto <br /> said it should be held for the Building Inspector's inspection. <br /> 6.9 Clerk <br /> Clerk stated that Ed Leroux will be quitting his position as Hugo's tax assessor. <br /> It was noted that he will be able to particiapate one more year without any testing. <br /> Matter to be placed on agenda for June 20, 1977. <br /> MOTION: Vail made motion, seconded by Spitzer, to hire Don Parsons from <br /> June 1, 1977 through November 30, 1977, under the CETA program <br /> at $4.50/hour. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail <br /> MOTION CARRIED <br /> 6.10 Roads Committee <br /> Barton Contracting claims to have a stockpile of 22,000 cubic yards, and Hugo finds <br /> a total of 18,000 cubic yards. The next step would be to agree on the quantity and <br /> then negotiate price. LaValle will work with Schletty on the matter, and discuss <br /> at the next meeting. <br /> Washington County Highway Department would agree to a part time contract. They <br /> would plow snow if we want the summmer work. LaValle has agreed to purchase a <br /> truck for plowing. Hugo spent $8,036.29 to Washington County for work done on <br /> the roads last winter. Mr. Johnson stated that if the cost of time and material ex— <br /> ceeded $5,000, would have to go through a bid procedure. <br /> 7.0 ORDINANCES AND RESOLUTIONS <br /> MOTION: Spitzer made motion, Schletty seconded, to adopt Resolution 1977-7, <br /> A RESOLUTION TO ACCEPT PETITION OF WATERLINE EXTENSION BY PERCENTAGE <br /> OF SIGNED SIGNATURES. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> MOTION: LaValle made motion, seconded by Spitzer, to adopt Resolution 1977-8, <br /> A RESOLUTION ESTABLISHING A BOUNTY OF POCKET GOPtihttS CAPTURED IN THE <br /> CITY OF HUGO, MINNESOTA, AND AUTHORIZING THE APPOINTMENT OF A BOUNTY <br /> PAYMASTER FOR RECEIVING CLAIMS AND PAYING BOUNTIES OF POCKET GOPHERS, <br /> AND ESTABLISHING COMPENSATION FOR 'Ttit; BOUNTY PAY MASTER. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> WATER EXTENSION ( COUNTY ROAD 8A ) <br /> LaValle stated that everyone along the extension route was in opposition to it. <br /> MOTION: S;itzer made motion, seconded by Irsfeld, that the water extension <br /> on County Road 8A under consideration, Resolution 1977-7, be dendied. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail <br /> MOTION CARRIED <br /> 8.0 UNFINISHED BUSINESS <br />
