8 MOTION: Spitzer made motion, seconded by LaValle, that the ordinance be <br /> published, and a public hearing be set for November 7, 1977, at <br /> 7:30 PM, at Hugo City Hall. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail <br /> MOTION CARRIED <br /> Spitzer requested that Engineer Kuusisto tabulate the number of miles of road in Hugo. <br /> The Fire Department and Police Department are to tabulate the number of calls from the <br /> rural districts in the last year. <br /> Attorney Johnson presented a draft of an ordinance to provide regulation of apartments <br /> and other multi—family uses, amending Chapter 320 of the Hugo City Code. He had problems <br /> with the swimming pool restrictions and parking spaces per dwelling unit. <br /> MOTION: Spitzer made motion, seconded by Schletty, that the draft <br /> ordinance amending Chapter 320 providing for multi—family <br /> uses be referred to the Planning Commission for their review. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> Mr. Johnson will be holding off further consideration and preparation of any Ordinance <br /> relating to industrial user strength charge until he has the comments and requirements of <br /> Mr. Kuusisto. LaValle thought that there might be a time deadline of January 1, 1978. <br /> Mr. Spitzer stated at this time the Ordinance Committee is short onemember, and a <br /> replacement is needed. <br /> Enineer Kuusisto reviewed the bids, stating that LaValle Excavating was low bidder, at <br /> $12,325.52, and suggested that they be awarded the contract. <br /> MOTION: Spitzer made motion, seconded by Irsfeld, that the contract be <br /> awarded to LaValle Excavating, with a bid of $12,325.52, to <br /> complete Project 77-29, watermain extension. <br /> VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail <br /> ABSTAINED: LaValle <br /> MOTION CARRIED <br /> A hearing in regard to assessments for this watermain extension Project 77-29, cannot <br /> be held until the project is completed. LaValle can only charge for materials actually <br /> used for the project. The City Clerk checked with Washington County, and they said we <br /> could certify as late as November 15, 1977. <br /> 7.0 UNFINISHED BUSINESS <br /> Chief Barth reviewed the bids for a new squad car, and investigated the possibility <br /> of leasing a car for a year. McMillan Dodge quoted a price of $6,600.00 to lease a <br /> car. Their orginal bid was for X5.,527.32 with a trade in price of $900.00 leaving a <br /> total of $4627.32 if the City were to lease, McMillan Dodge would coyer any breakdowns, <br />
