90 <br /> 8.0 NEW BUSINESS <br /> 8.1 Gerald Beach — Report on diseased trees — Cancelled <br /> 8.3 Horseshoe Lake Report <br /> Mayor LaValle met with Rice Creek Watershed September 14, 1977, and he stated that <br /> there was a good representation from Hugo at the meeting. Rice Creek has proposed to <br /> go out in the field to determine which way the water runs. This is to be done at <br /> Rice Creek's expense. The city has accummulated administrative costs of $11,000. <br /> Everyone in the effected area is against the project, and claim they will receive no <br /> benefits. LaValle stated that the benefits do not out weigh the costs to be incurred. <br /> Spitzer felt that the project should not be abandoned, because in a couple of years, <br /> the same problems could arise. LaValle stated that the reasonable approach would be to <br /> get the cost down or get someone to help contribute some money. Schletty stated that <br /> Jerry Riople was the only person stating that he was not in objection to the project. <br /> LaValle will draft a letter to Rice Creek asking if the cost was justified, and if <br /> Rice Creek would be willing to help out financially on the project. <br /> 8.4 Flood Insurance Report <br /> LaValle stated that he will put together a report indicating that he met with the <br /> Federal Insurance Administration people. <br /> The City of Hugo will be required to adopt and enforce a flood plain ordinance to <br /> regulate all new construction and substantial rehabilitation in the flood hazard <br /> areas designated in the report. <br /> 9.0 MISCELLANEOUS <br /> MOTION: Spitzer made motion, seconded by Irsfeld, to hire Renee Larson <br /> 14220 Ostlund Trail North, Marine, Minnesota under Special <br /> Projects, CETA. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> MAYOR LaValle had sent a letter to Building Inspector, Tom Crever, regarding the <br /> safety hazard at the Stewart Bogart residence. Last fall they had a fire, and the <br /> home has not been remodeled, leaving broken glass and other debris. Mr. Crever con— <br /> tacted Bogart's insurance company, who in turn, gave him their attorney's name. The <br /> attorney said that Mr. Bogart has not provided them with a statement of loss. LaValle <br /> is going to handle the matter through the nuisance procedure. <br /> MOTION: LaValle made motion, seconded by Spitzer, that the City Clerk <br /> send Mr. Bogart a registered letter asking him to appear at <br /> the next City Council meeting, October 3, 1977, at 7:30 PM. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail <br /> MOTION CARRIED <br />
