NOVEMBER 7, 1977 1: 13 <br /> MOTION: Spitzer made motion, seconded by Irsfeld, to refer the Model <br /> Zoning Ordinance to Hugo's Ordinance Committee. <br /> VOTING FOR: LaValle, Spitzer, Schletty, and Irsfeld <br /> MOTION CARRIED <br /> Mr. Spitzer gave a short summarization of the city's meeting with members of Metro Council, <br /> Ramsey County, and Lino Lakes in regard to the Otter Lake Regional Park. The appeal is set <br /> for November 18, 1977, but the city anticipates a delay. Mr. Johnson and Carl Dale met with <br /> Bob Ranta and others from Metro Council on the systems statement appeal. They worked out <br /> an approach on everything accept Open Space and reserve capacity. Mr. Johnson will try <br /> and arrive at an indefinite postponement of the appeal proceedings, and let political <br /> action run its course. <br /> Mr. Wahler presented a letter to the City Clerk stating that the publication in the <br /> Forest Lake Times on October 20, 1977, in regard to abolishing the rural taxing district, <br /> was an illigal publication. <br /> MOTION: LaValle made motion, seconded by Spitzer, that the public hearing <br /> for the proposed ordinance abolishing the rural taxing district <br /> set for November 28, 1977, be cancelled. <br /> VOTING FOR: LaValle, Spitzer, Schletty, and Irsfeld <br /> MOTION CARRIED <br /> MOTION: Spitzer made motion, seconded by Irsfeld, that the establishment <br /> of the public hearing for possibility of equalizing the taxing <br /> districts be put on the agenda for the meeting of December 5, 1977. <br /> VOTING FOR: LaValle, Spitzer, Schletty, and Irsfeld <br /> MOTION CARRIED <br /> 6.0 REPORTS OF OFFICERS & CONNIITEES <br /> 6.1 Ordinance Committee — No discussion <br /> 6.2 Planning Commission (Review of multiple family ordinance) <br /> The Council discussed the changes as suggested by the Planning Commission. <br /> MOTION: Spitzer made motion, seconded by Irsfeld, that the proposed multiple <br /> family dwelling ordinance be given to the Building Inspector for his <br /> Comments to be heard at the meeting of November 21, 1977. <br /> VOTING FOR: LaValle, Spitzer, Schletty, and Irsfeld <br /> MOTION CARRIED <br /> 6.3 Water Superintendent — No discussion <br /> 6.4 Building Inspector <br /> Mr. Crever submitted his written report. There was a discussion as to the required length <br /> of culverts for a driveway. Howard Kuusisto suggested a 30' length, and Tom Crever was <br /> using a 24' length. LaValle stated that it would depend on the situation. <br />
