11. 4 <br /> 6.5 Fire Chief — No discussion <br /> 6.6 Police Chief <br /> Mr. Barth presented his monthly report. He stated that the Police Department will use <br /> their old visi bar system until it needs replacement. The safety shield has been ordered. <br /> 6.7 Attorney <br /> Mr. Johnson presented his monthly report. A letter relating to blacktop plants included <br /> in Mining Permits was also presented. Blacktop plants are part of the Mining Permit, but <br /> they are not automatically included. Each one should be acted on individually. <br /> Mr. Johnson suggested that a copy of the contract we are paying on (Metro Waste Control <br /> Commission) and a letter from Mr. Dougherty in regard to reserve capacity be sent to <br /> Mr. Jack Frost, Metro Square Building. <br /> 6.8 Engineer <br /> Mr. Kuusisto presented his monthly report. Kuusisto had been given an appraisal from <br /> Mr. Richard Busse for his review. Mr. Busse would like to sell property to Hugo for <br /> possible extension on Ingersoll Avenue. He would also like permission to sell two <br /> substandard lots. The cost of the project could cost approximately 340,000.00 with <br /> the purchase of the land. Mr. Kuusisto is gathering information on Hugo's bridges. <br /> He hopes to have the material ready by the 1st of the year, 1978. <br /> 6.9 Clerk <br /> Clerk requested that the employees be paid on thursday November 10, 1977, because <br /> November 11, 1977 is a legal holiday. City Hall will be closed. Mayor LaValle <br /> approved. <br /> 7.0 ORDINANCES AND RESOLUTIONS <br /> No discussion. <br /> 8.0 UNFINISHED BUSINESS <br /> 8.1 Screening — Horton & Noack <br /> A preliminary draft was submitted to Kuusisto with his recommendations and returned to Mr. <br /> Gillen, Minnesota Highway Department. <br /> 8.2 Rice Creek Watershed — Horseshoe Lake <br /> Mr. Johnson presented a letter summarizing the meeting of October 26, 1977, with the Rice <br /> Creek Watershed regarding the continuation of the hearing on the petition to improve the <br /> drainage and level control for Horseshoe Lake. The following alternatives are felt to exist <br /> at the present time: <br /> 1. No build - The selection of this alternative would result in the situation remaining <br /> unchanged, and the possibility of being required to pay all or some portion of a <br /> rather substantial amount of administrative expense. <br />
