6.6 Police Chief - e <br /> Police Chief Barth presented his monthly report along with a recommendation <br /> for the filling of the CETA position left open by the resignation of <br /> Michael Jensen. Barth felt that Jeff Klarich was qualified to fill the <br /> position, and he was certified by CETA. A copy of Mr. Gerald Nelson's <br /> application for the position was also provided. Larry Irsfeld inquired <br /> if Mr. Klarich was familiarized with the conditions of the position, <br /> and Mr. Klarich answered affirmatively. Mayor LaValle stated that he had <br /> a problem with the way the whole situation was handled. The CETA program <br /> was initiated to hire the underemployed and the unemployed, and neither <br /> applicant applies. LaValle stated that they made themselves qualified for <br /> the position. He also felt that someone who was self—employed was not <br /> qualified. He did not think a man should quit a job to take a lesser <br /> paying position.Mr. Barth stated that CETA was aware of the conditions <br /> at the time they certified Mr. Klarich, and that they did not have a <br /> problem with the circumstances. He stated that he'-only 30 days to fill the <br /> vacancy, and to 'start from scratch would be impossible to hire someone. <br /> MOTION: Irsfeld made motion, seconded by Vail, to accept Chief <br /> Barth's recommendation to hire Jeff Klarich to fill the <br /> CETA iosition. Mr. Klarichts pay will be $833.00/monthly <br /> with 150.00 clothing allowance, and $250.00 in insurance <br /> benefits. <br /> VOTING POR: Schletty, Irsfeld, and Vail <br /> VOTING AGAINST: LaValle <br /> MOTION CARRIED <br /> 6.7 Attorney <br /> Mr. Johnson presented his monthly report. The maintenance agreement with <br /> Grant Township has not been completed as yet (Beisang) . <br /> 6.8 Engineer <br /> Mr. Kuusisto presented his monthly report. Mr. Kuusisto will be reviewing <br /> the sites for the bridge replacement program, and will be giving the specs <br /> to the State and Rice Creek. <br /> 6.9 Clerk <br /> The Clerk received a letter from Minnesota Pollution Control Agency re— <br /> garding a Collection System Seminar dealing with the proper operation of <br /> wastewater collection systems at the Thunderbird Motel on January 18, 19, <br /> and 20, 1978. The city needs a properly trained and certified operator to <br /> be in responsible charge of the wastewater collection system. <br /> MOTION: LaValle made motion, seconded by Schletty, that Mr. George <br /> Koland be authorized to attend the Collection System Seminar <br /> at the Thunderbird Motel on January 18, 19, and 20, 1978. <br /> The city will pay the $30.00 registration fee, mileage, <br /> and $5.00 for the examination. <br /> VOTING FOR: LaValle, Schletty, Irsfeld, and Vail <br /> MOTION CARRIED <br />
