May 4, 1981 5.6 William Mulry - Septic System Violation Mr. Mulry has conferred with the city's Building Inspector regarding his proposal for a new septic system for the kennel operation. If installed according to pro- posal, the system would meet the requirements of the city according to Mr. Crever and Mr. Kuusisto. Mr. Mulry will be submitting the proposal to a number of con- tractors, and when. the lowest bid is secured, installation will be performed. MOTION: Irsfeld made motion, seconded by McAllister, that Mr. William Mulry furnish the city with evidence of installation of the new septic system by the City Council meeting of July 6, 1981 . VOTING FOR: LaValle, McAllister, Irsfeld, Schletty, Vail MOTION CARRIED Attorney Johnson reviewed Mulry's submitted proof-of-ownership, and determined that the information was not complete. MOTION: Irsfeld made motion, seconded by Vail, to table the transfer of the Special Use Permit until the meeting of July 6th, at which time the septic system will be installed and the title opinion be brought up-to-date, and allow Mr. Mulry to qperate as is. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED 5.8 William Clark - Letter of Credit expires 6/1/81 Engineer Kuusisto and Councilman Schletty inspected the Clark property on Homestead Drive and determined that the erosion problem has not been solved. The upper area has been seeded, but the flow area itself is still a problem. MOTION: McAllister made motion, seconded by Irsfeld, to notify Mr. William Clark and the First Bank of White Bear Lake, that Letter of Credit No. 197, in the amount of $2,500.00, to be renewed with an expiration date of 12/31/81 . Evidence of this renewal to be submitted by May 27, 1981. MOTION WITHDRAWN MOTION: McAllister made motion, seconded by Irsfeld, that Engineer Howard Kuusisto will contact Mr. William Clark and request that Mr. Clark appear at the City Council meeting of May 18, 1981 . VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED 5.9 Armon Septic System- Bond expires May 7, 1981 The City of Hugo has :a bond from State Surety Company, in the amount of $4,0001 gua- ranteeing that the Armon septic system installed at 12616 Ingersoll AVenue will function properly. The present property owner has stated that the system is not working properly. Mayor LaValle has discussed this matter with Mr. Monson informing him that the city would be looking for an extension of the bond for a period of one year. Numerous agencies had been contacted by the Clerk's office stating that the extension would be coming, but nothing had been received in the office as of this date.
