June 1 , 1981 Alvin Ebeling - cont. MOTION.: McAllister made motion, seconded by Vail, to approve the Special Use Permit for Alvin Ebeling, 14$80 Francesca Avenue, to convert a single family dwelling into.a duplex, contingent on the payment of the REC charge. VOTING FOR: LaValle, McAllister, Vail MOTION CARRIED Let the record show that the public hearing was waived. 5.7 Grover Storm - Land Division and Variance Mr. Storm is proposing the division of 10 acres into two 5 acre parcels within the RRII zone. Proof-of-ownership was provided to the satisfaction of the City Attorney. The Planning Commission recommended a 30' easement for future road construction be granted on Parcel A. The Council did not see a need for an easement for this purpose, but the Engineer suggested a 30' easement be provided for water storage. Parcel A will need variance for road frontage and Parcel B will need a variance for lot width. MOTION: McAllister made motion, seconded by Vail, to approve the Land Division for Grover Storm to divide 10 acres into 2 5 acre parcels, subject to receipt of a Certificate of Survey and showing a 30' easement, in favor of the city, on the southerly 30' of Parcel A. VOTING FOR: LaValle, McAllister, Vail MOTION CARRIED MOTION: McAllister made motion, seconded by Vail, to approve the Variances for Grover Storm on Parcel A for read frontage and Parcel B for lot width, per Certificate of Survey. VOTING FOR: LaValle, McAllister, Vail MOTION CARRIED 5.9 Bald Eagle Industrial Park (Project 8102) - Opening of Bids (8:30 PM) The City Engineer opened the bids at the designated time, and a copy of all bidders and their cost estimate is attached to these minutes as a part of the record. The Engineer will review all bids and make a determination later in tonig4t's meeting. 5.8 Jeffrey Barbour - Amended Special Use Permit and Letter of Credit. The clerk's office talked with Mr. Barbour and he stated that he had no problem with the inclusion of Item 15 on Special Use Permit, but questioned the number and amount of fees that he is responsible for. The Council stated that the fee was actually not commensurate with the time spent on these matters. McAllister stated that he will work with the City Attorney for a possible ordinance change in application fees. Barbour's Letter of Credit will expire June 28, 1981 , and covers Items 1 , 2, and 3 of his Special Use Permit. Vern Peloquin stated that the trees had been planted the previous week.
