June 1 , 1981 <br /> Alvin Ebeling - cont. <br /> MOTION.: McAllister made motion, seconded by Vail, to approve the Special Use <br /> Permit for Alvin Ebeling, 14$80 Francesca Avenue, to convert a single <br /> family dwelling into.a duplex, contingent on the payment of the REC charge. <br /> VOTING FOR: LaValle, McAllister, Vail <br /> MOTION CARRIED <br /> Let the record show that the public hearing was waived. <br /> 5.7 Grover Storm - Land Division and Variance <br /> Mr. Storm is proposing the division of 10 acres into two 5 acre parcels within <br /> the RRII zone. Proof-of-ownership was provided to the satisfaction of the City <br /> Attorney. The Planning Commission recommended a 30' easement for future road <br /> construction be granted on Parcel A. The Council did not see a need for an <br /> easement for this purpose, but the Engineer suggested a 30' easement be provided <br /> for water storage. Parcel A will need variance for road frontage and Parcel B <br /> will need a variance for lot width. <br /> MOTION: McAllister made motion, seconded by Vail, to approve the Land Division <br /> for Grover Storm to divide 10 acres into 2 5 acre parcels, subject to <br /> receipt of a Certificate of Survey and showing a 30' easement, in favor <br /> of the city, on the southerly 30' of Parcel A. <br /> VOTING FOR: LaValle, McAllister, Vail <br /> MOTION CARRIED <br /> MOTION: McAllister made motion, seconded by Vail, to approve the Variances for <br /> Grover Storm on Parcel A for read frontage and Parcel B for lot width, <br /> per Certificate of Survey. <br /> VOTING FOR: LaValle, McAllister, Vail <br /> MOTION CARRIED <br /> 5.9 Bald Eagle Industrial Park (Project 8102) - Opening of Bids (8:30 PM) <br /> The City Engineer opened the bids at the designated time, and a copy of all <br /> bidders and their cost estimate is attached to these minutes as a part of the <br /> record. The Engineer will review all bids and make a determination later in <br /> tonig4t's meeting. <br /> 5.8 Jeffrey Barbour - Amended Special Use Permit and Letter of Credit. <br /> The clerk's office talked with Mr. Barbour and he stated that he had no problem <br /> with the inclusion of Item 15 on Special Use Permit, but questioned the number <br /> and amount of fees that he is responsible for. The Council stated that the <br /> fee was actually not commensurate with the time spent on these matters. McAllister <br /> stated that he will work with the City Attorney for a possible ordinance change <br /> in application fees. Barbour's Letter of Credit will expire June 28, 1981 , and <br /> covers Items 1 , 2, and 3 of his Special Use Permit. Vern Peloquin stated that the <br /> trees had been planted the previous week. <br />
