iJ <br /> August 3, 1981 <br /> MOTION: McAllister made motion, seconded by Irsfeld, that the City Clerk's office <br /> be authorized to sign the Warranty Deed, after the City Attorney has re- <br /> viewed a corrected copy of the survey showing the requirements voted on <br /> by the City Council in the Minor Subdivision. <br /> VOTING FOR: LaValle, McAllister, Irsfeld <br /> MOTION CARRIED <br /> 5.6 First State Bank of Hugo - Site Plan Approval <br /> The bank is proposing the construction of an addition to the existing structure <br /> along with increased drive-in teller accommodations. Proof-of-ownership was sub- <br /> mitted by James Flannery, but the Attorney could not review without a copy of the <br /> Certificate of Survey. Engineer Kuusisto reviewed the drainage plan as submitted <br /> to Rice Creek Watershed, and stated that he could see nothing wrong with the plan. <br /> LaValle stated that the sanitary sewer easement was not included on the plan, and <br /> that there would be digging on the city's easement. There was discussion on the <br /> covering for the parking lot, and Richard Vail stated that the new parking lot <br /> will be blacktopped, and that Rice Creek Watershed has seen the plan with black- <br /> topping. <br /> MOTION: McAllister made motion, seconded by Irsfeld, to approve the Site Plan for <br /> the First State Bank of Hugo to demolish their existing drive-up facility <br /> and subsequently extend the present building 20 feet to the north and <br /> add six (6) drive-up lanes, subject to the following: <br /> 1 . That an authorized bank signature be obtained on the application for <br /> Site Plan Approval or a letter of consent be obtained from the pro- <br /> perty owner for the applicant to act on the bank's behalf. <br /> 2. A Certificate of Survey be submitted showing the property and all <br /> easements. <br /> 3. A letter of credit, in an amount to be determined by the City Engineer, <br /> be obtained to guarantee the following: <br /> a. Installation of bituminous surface for parking lot. <br /> b. Repair of sidewalk that was damaged during removal of soil <br /> from the lot where the Pioneer Club was formally located. <br /> c. If the City Engineer should determine that it is necessary <br /> to guarantee the safety and security of the city's sanitary <br /> sewer system due to construction, it will also be included <br /> in the letter of credit. <br /> 4. The Mayor and City Engineer are authorized to determine the amount <br /> of the letter of credit, and when the letter of credit, or a par- <br /> ticular item, will be released. <br /> 5. All parking will be bituminous construction, and no crushed rock <br /> parking will be permitted. <br /> 6. Parking spaces will conform to City ordinances. <br /> VOTING FOR: LaValle, McAllister, Irsfeld <br /> MOTION CARRIED <br />
