January 18, 1982 10
6.0 ORDINANCES AND RESOLUTIONS - No discussion
7.0 UNFINISHED BUSINESS
Mr. Johnson has been in contact with Mr. Bennet regarding the warranty on the new
roof installed in '81 . Mr. Bennet was to contact the manufacturer to determine
a cost to obtain a 15 year warranty for labor and materials. To date he had not
heard from him.
Mayor LaValle had met with the finance director and fire chief for the city of
White Bear Lake, to discuss the contract for ambulance and paramedic service. The
city has until February 1 , 1982 to make their decision. If Hugo decides not to
sign, they will attempt to eliminate ambulance service for the city.
MOTION: McAllister made motion, seconded by Vail, that the Mayor be authorized
to delete, in Item 8, the words "and shall renew automatically". Item 8
to read as follows: TERM. The term of this Agreement shall be five (5)
years, commencing January 1 , 1982, unless terminated by the contracting
jurisdiction or the City by giving at lease two (2) years written notice.
The Mayor is authorized to sign the Agreement if acceptable to the City
of White Bear Lake.
MOTION: McAllister made motion, seconded by Vail, to amend the previous motion
adding that if the change in the contract is not acceptable to the City
of White Bear Lake, the Mayor be authorized to sign the Agreement as it exists.
VOTING FOR AMENDMENT: McAllister, Vail
VOTING AGAINST AMENDMENT: LaValle, Schletty
MOTION FAILED
VOTING FOR ORIGINAL MOTION: LaValle, McAllister, Schletty, Vail
MOTION CARRIED
Mayor LaValle met with Bob Lockyear, Washington County Planner, to discuss Metro's
letter of September 21 , 1981 , regarding Hugo's Comprehensive Plan. LaValle felt
that the Council and professional staff should meet jointly to try and address their
comments.
The city receiveda letter from Wilson Tool regarding the Bald Eagle Industrial Park's
requirements for drainage as required by Rice Creek Watershed. At one time, Rice
Creek had approved an overall drainage plan for the park, but the plan was never im-
plemented. Rice Creek has now been requiring individual ponding areas on each parcel.
Wilson Tool questioned whether it would be feasible to look at a total drainage picture.
LaValle stated that he will contact the City Engineer about a cost estimate for a
preliminary study prior to any inf ormatiora]neeting with the property owners, affected
by the drainage.
9.0 ATTORNEY AND ENGINEER
Attorney Johnson has submitted a letter to Arnold Monson advising him of current
obligations incurred for the Douglas Kruse septic system. A copy of same was sub-
mitted to the surety company and their attorney. Because the $4,000 bond is a re-
imbursement on actual money spent, Mr. Johnson suggested that Duane Cardinal start
installation as soon as possible.
