July 19, 1982 65 <br /> City will have to draw on the existing Letter of Credit. The Letter of Credit <br /> to remain in force until all conditions of the Site Plan Approval are met. <br /> Mr. Cadwallader has until September to make a decision regarding a permanent <br /> septic system. <br /> The Council discussed further the conditions of the Site Plan Approval. The City is <br /> to be provided with monthly water meter readings, and copies of documentation when <br /> the holding tank is actually pumped. Irsfeld withdrew his motion and McAllister his <br /> second. <br /> MOTION: Irsfeld made motion, Vail seconded, that the City send a letter to Kelly <br /> Cadwallader, Cal-Inland, Inc. , instructing him that a renewed Letter of <br /> Credit, in the amount of $10,000, be submitted to City Hall by July 26, <br /> 1982, 12:00 noon, or the City will be forced to draw on the existing Letter <br /> of Credit, reason being the septic system conditions, as outlined in the <br /> Site Plan Approval, have not been fulfilled. The City also requests a de- <br /> termination by the property owner, as to how the septic system will be hani- <br /> led, by September 1 , 1982, along with pumping information on the existing <br /> system. <br /> All aye. Motion Carried. <br /> 5.7 ORDINANCE 186 - Public Hearing <br /> The public hearing to consider the proposed ordinance was called to order at 8:04 PM. <br /> The ordinance addresses regulation of exterior building materials used on accessory <br /> buildings in the SFE and SFU zones. There was no one present at the public hearing <br /> to make comment. <br /> MOTION: LaValle made motion, Irsfeld seconded, to close the public hearing at 8:09 PM. <br /> All aye. Motion Carried. <br /> MOTION: LaValle made motion, Irsfeld seconded, to adopt ORDINANCE 186, AN ORDINANCE <br /> AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING" TO PROVIDE <br /> REGULATION OF EXTERIOR BUILDING MATERIALS USED ON ACCESSORY BUILDINGS IN <br /> SFE AND SFU ZONES. <br /> VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail <br /> MOTION CARRIED <br /> MISCELLANEOUS <br /> Joe Thill, owner of 2 acres along County Road 8A (97-0200) 1. was present regarding <br /> requirements for construction of a residence on the property. The lot is 100' wide, <br /> and has a minimal amount of high land to sustain both a septic system and well, and <br /> meet all the setback requirements. If fill is needed, a permit will have to be <br /> obtained from the Rice Creek Watershed. Mr. Thill, and the realtor, were advised to <br /> draw a site plan to scale, to see if everything could be located on the lot and meet <br /> the setback requirements. The plan submitted for review indicated an alternate site <br /> for a septic system on the adjoining property. Mr. Thill no longer owns that property, <br /> so the alternate would not be possible. <br />
