69 August 2, 1982 <br /> Cal-Inland ort) <br /> MOTION: McAllister made motion, LaValle seconded, that the letter of credit be <br /> reduced from $10,000 to $250.00. The $250 Letter of Credit will spe- <br /> cifically guarantee continued pumping, as necessary, and maintenance of <br /> the sealed system for Cal-Inland. Cpies of all pumping reports are to <br /> be submitted -to the city. <br /> All aye. Motion Carried. <br /> 5.2 Gary Dooner - No one present <br /> 5.3 PUBLIC HEARING - Ordinance 187 <br /> The public hearing was called to order at 8:02 PM. The public hearing was held <br /> to consider the proposed ordinance AMMDING CHAviER 320 OF THE HUGO CITY CODE EN- <br /> TITLED "ZONING" BY DEFINING EARTH SHELTExtu DWELLINGS, ADDING REGULATION OF <br /> MINIMUM DWELLING DIMENSION, AND REQUIRNG FOUNDATION ATTACHMENT. <br /> There were many residents of the Twin Pine Trailer Court present for the hearing. <br /> Gerald Thompson stated that he has a young f ami.ly and is unable to find a $60,000 <br /> house. He did not agree with the 24' minimum dimension because it would eliminate <br /> the standard 14' - 16' trailers. <br /> Dean Atkinson agreed with Mr. Thompson's comments. He felt trailers should be allowed <br /> in all residential zones as long as they meet with the State Building Codes. <br /> Sandy Kubush stated that she would be unable to afford a 24' building. <br /> Jim Konobeck stated that he thought 10 acres was too large for a residence, and <br /> would like to buy 5_acres and move his trailer unto same. LaValle stated that <br /> there is a 5 acre zone in the city. <br /> Another resident, unnamed, stated that she has been a resident of the trailer court <br /> for 15 years, and that she is being discriminated upon because of the 24' dimension. <br /> Tom Gamboni stated that if a tornado hit the trailer park, they had no where to go <br /> to protect themselves. He felt that it would be safer in the country. <br /> Dean Atkinson asked what would be the advantage of a 24' structure. LaValle stated <br /> that he realized the position of the people present, but that Hugo, as a whole, <br /> may not accept 14' trailers. There are more people than the residents of the <br /> trailer court to consider. <br /> LaValle and McAllister agreed that manufactured homes have come a long way in <br /> recent years. McAllister stated that he had discussed the matter with a number of <br /> people, and everyone does not agree with allowing trailers being used for a resi- <br /> dence outside of a trailer park. <br /> Rick Alstad stated that land is a good investment. He could see maybe having a <br /> different zone to accommodate manufactured homes outside of a trailer perk. <br /> It was the feeling of the remaining residents present that the dimension should be <br /> changed from 24' to 14' or 16' , <br /> MOTION: Schletty made motion, LaValle seconded, to close the public hearing at <br /> 8:59 PM. <br /> All aye. Motion Carried. <br />
