Hugo City Council Meeting Minutes for October 19,2015 <br /> Page 3 of 6 <br /> Kleissler,who was appointed as Chair of the Commission after the resignation of Rick Gwynn. <br /> Adoption of the Consent Agenda approved the appointment of Scott Arcand as the Vice Chair of <br /> the Planning Commission. <br /> Approve Pay Reouest No. 1 to Pember Company for 129th Street Bridge Project <br /> Pember Companies,Inc.had submitted Pay Request No. 1 for work completed to date on the <br /> 129th Street bridge project. Staff has reviewed the pay request and finds it to be satisfactory. <br /> Adoption of the Consent Agenda approved Pay Request No. 1 Pember Companies, Inc. in the <br /> amount of $67,773.95. <br /> Approve Resolutions Approving Site Plan and PUD for DigniCare.LLC.and Ordinance <br /> Approving Rezoning <br /> DigniCare, LLC.had requested approval of a Site Plan and Planned Unit Development(PUD) <br /> for a senior living facility. The property totals 3.34 acres and the facility would have 32 units <br /> where 18 would be assisted living and 14 would be memory care suites. At its October 8,2015 <br /> meeting,the Planning Commission held a public hearing. The Planning Commission requested <br /> that the developer work with staff on the landscape buffer between the facility and Beaver Ponds <br /> neighborhood to the east and to try to limit construction traffic on Fenway Ave. There were six <br /> residents that spoke at the public hearing,all neighboring the proposed development. Most of the <br /> questions were concerning the landscape buffer between the facility and the Beaver Ponds <br /> neighborhood and construction traffic on Fenway Ave. There were other questions related to <br /> lighting,trash pick-up, ambulance service, and other detailed questions about the project. The <br /> Planning Commission had unanimously recommended approval,to the City Council,of the Site <br /> Plan and PUD for the DigniCare Senior Living and Memory Care facility and an ordinance <br /> approving rezoning. <br /> This was removed from the Consent Agenda to allow comments from a resident in the audience. <br /> Tom Landsberger,12577 Fenway Avenue North,commented on the right in-right out access and <br /> didn't think the state would approve it. He also had concerns about traffic on Fenway Avenue <br /> and the backup of cars trying to get on to TH61 from 125th Street. <br /> City Administrator Bryan Bear explained that 127th Street was designed on the corridor plan to <br /> be a connection to Highway 61. Access at thel 25th Street/TH61 intersection is similar to access <br /> at other intersections,and traffic and delays can be expected at peak times. He showed the site <br /> plan of the facility parking stating that the residents at the facility would not be driving, so traffic <br /> should be relatively low. <br /> Brian Winges,a representative of DigniCare,stated he originally developed Comforts of Home <br /> in Hugo, and this project would be similar. He explained that Dignicare is a high-level care <br /> facility that typically employees 4-5 staff during the day and fewer overnight. It is a locked <br /> facility with memory care units and assisted living. He said he hoped to begin building this fall <br /> and work through the winter if weather permits. <br />
