FOR A SENIOR LIVING <br /> AND MEMORY CARE DEVELOPMENT ON 3.34 ACRES LOCATED SOUTH OF 130TH ST. <br /> AND EAST OF FOREST BLVD. (TH61) and ORDINANCE 2015-473 AN ORDINANCE OF <br /> THE CITY COUNCIL OF THE CITY OF HUGO AMENDING CHAPTER 90(ZONING <br /> ORDINANCE)OF THE CITY CODE TO CLASSIFY CERTAIN LAND LOCATED SOUTH <br /> OF 130TH ST.AND EAST OF FOREST BLVD. (TH61). <br /> All Ayes. Motion carried. <br /> Discussion on Capital Budget Request <br /> With Council direction, staff had submitted applications for bonding from the state government <br /> for two projects. One request was for$1M for water reuse projects and the other was for$1.1M <br /> for short line railroad repairs. The Minnesota Management and Budget Office requires cities to <br /> prioritize projects if there are more than one. <br /> City Administrator Bryan Bear discussed the projects with Council and explained that staff <br /> prioritized the reuse projects as number 1 and the railroad project as number 2. Bryan explained <br /> that the projects needed to be ranked and a supporting resolution approved by Council. <br /> Haas made motion,Klein seconded,to approve RESOLUTION NO.2015-53 A RESOLUTION <br /> APPROVING THE SUBMISSION OF CAPITAL BUDGET REQUESTS FOR <br /> STORMWATER REUSE PROJECTS AND RAILROAD TRACK REPAIR PROJECT. <br /> All Ayes. Motion carried. <br /> Discussion on Roadway CIP <br /> City staff monitors the conditions of the City's roadways,and updates the Roadway CIP on an <br /> annual basis. The CIP includes recommendations regarding priorities,estimated costs,and <br /> funding sources. <br /> City Engineer Jay Kennedy reviewed the updated CIP with the City Council,explaining the top <br /> priorities for 2016. In 2014,the 165th Street project was completed. This year,the roadways <br /> within the Rice Lake Meadows area were reconstructed. There are now seven project in the CIP <br /> that would account for approximately 15 miles of roadway. It was also recognized that there are <br /> six additional projects that will come forward in the next 5-10 years. <br /> Council discussed the funding sources and questioned the amount in the City's roadway CIP <br /> fund. City Engineer Jay Kennedy will work with the Finance Director and report back to <br /> Council for further discussion. <br />
