The Mayor then closed the <br /> public hearing. <br /> Weidt made motion,Klein seconded,to approve RESOLUTION NO.2015-55 APPROVING <br /> ISSUANCE AND SALE OF EDUCATIONAL FACILITIES REVENUE BONDS <br /> (MINNESOTA AUTISM CENTER PROJECT)SERIES 2015. <br /> All Ayes. Motion carried. <br /> Discussion on Roadway CIP <br /> At its October 5,2015 meeting,Council was presented with the roadway CIP showing seven <br /> potential road projects for 2016. Council had requested additional information on the cost and <br /> funding for these projects. <br /> City Engineer Jay Kennedy reviewed the different projects and provided cost estimates for the <br /> top three. The 147th Street/Oneka Lake Boulevard project was estimated at$1,300,000; <br /> 132"d/Homestead Avenue at$2,300,000; and Oneka Lake Boulevard/Harrow Avenue at <br /> $1,800,000. Kennedy stated there was sufficient funding available for a project through state- <br /> aid,roadway CIP, stormwater fund, assessments,utility fund, and grant funding if available. <br /> Haas made motion,Klein seconded,to schedule a neighborhood meeting to discuss Project 1, <br /> 147th Street/Oneka Boulevard,as a potential improvement project. <br /> All Ayes. Motion carried. <br /> Discussion on Paving of 129th Street,West of Elmcrest Avenue <br /> As part of a Lino Lakes roadway maintenance project, a portion of 1291 Street in Hugo had been <br /> paved,with a final lift of bituminous remaining to be completed. City Administrator Bryan Bear <br /> explained that Lino Lake's project included the repaving of Bald Eagle Boulevard to Elmcrest <br /> Avenue;however,the last 330 feet before Elmcrest Avenue is 1291 Street in the City Hugo. This <br /> portion of roadway was paved without the awareness of the City of Hugo. The cost of Hugo's <br /> portion of the project was$14,974.10, and Bear recommended Council authorize payment to the <br /> City of Lino,less the$3,400 the City would have been able to assess a property owner for the <br /> improvement if the process had been followed. <br /> Council agreed that paying Lino Lakes for the improvements was the sensible thing to do since <br /> the road had been in need of repair, and it would cost the City more if it was done as a separate <br /> project. Attorney Dave Snyder recommended Council adopt a resolution supporting it. <br />
