Hugo City Council Meeting Minutes for December 7,2015 <br /> Page 7 of 10 <br /> Nays: None <br /> Motion carried. <br /> Petryk made motion,Klein seconded,to approve RESOLUTION 2015-59 APPROVING <br /> FINAL TAX LEVY PAYABLE IN 2016. <br /> Ayes: Petryk,Miron,Haas,Klein,Weidt <br /> Nays: None <br /> Motion carried. <br /> Approve Order to Abate Nuisance at 5941 Oneka Lake Boulevard(Maslowski' <br /> The City has received complaints regarding junk vehicles and miscellaneous debris at property <br /> located at 5941 Oneka Lake Boulevard. An inspection of the property on October 28,2015 by <br /> City staff and the Washington County Sheriff's Department confirmed it is in violation of Hugo <br /> City Code. The issue has been addressed many times,with the last letter being sent on November <br /> 17,2015 informing the property owner that further action will be taken if not in compliance by <br /> December 7,2015. <br /> City Administrator explained that this is a reoccurring complaint on the property. Staff had <br /> worked with the property owner in the past to come into compliance;however the problem <br /> reappeared. Bear noted that the property owner is no longer the occupant, and staff was told the <br /> property was to be cleaned and listed for sale. Staff prepared an order requiring all debris to be <br /> cleared by December 21,2015 or the City will take action to abate the nuisances and the cost <br /> will be assessed to the owner. <br /> Judy Vollbrecth,daughter of property owner Viola Maslowski, stated the items belonged to her <br /> brother,Ken, and they are urging him to have the items removed. She hoped to have it cleaned <br /> up by the December 21'deadline. <br /> Klein made motion,Haas seconded,to approve the Order to Abate Nuisance at 5941 Oneka Lake <br /> Boulevard. <br /> All ayes. Motion carried. <br /> Discussion on Petition for Improvements on Forest Road, 180th Street and Foxhill Avenue <br /> Residents on Forest Road, 180th Street,and Foxhill Avenue(west of TH61)had submitted a <br /> petition to the City for improvements to their roads. City Engineer Jay Kennedy explained that <br /> 180th Street is a gravel roadway that is a boundary road with Forest Lake. There are agreements <br /> between the cities on how it is maintained. Forest Lake maintains Elmcrest Avenue to Fenway <br /> Avenue, and Hugo maintains the portion of 180th between Fenway Avenue and CSAH61. He <br /> stated the petition is invalid,which is not unusual due to the strict conditions of the state statute. <br /> Jay recommended scheduling a neighborhood meeting,including Forest Lake officials,to solicit <br /> input from the affected property owners about potential repairs and/or improvements. <br /> Mayor Weidt thanked the residents for submitting the petition. <br />
